Under the current North Meridian Comprehensive Plan the property is zoned as a Medium Density Residential area. We are requesting an amendment to allow for mixed use/commercial use for this property. The current property use is an abandoned farm with a single residence on the east side of the property. There is an open field to the north with Sawtooth Middle School just north of the open field. We have approached the owners of the open field in an attempt to incorporate their property into our overall plan, however they are not interested in selling at this time, as that property has been their primary residence for over 20 years. However, in our discussions with them, they are in support of the our proposal. The properties to the east, south, southeast and west are large multi-acre properties with single residences. We are proposing a multi-use designation for the 5 acre property. Our proposed project includes approximately 9,200 square feet of multi-tenant retail building at the corner of Us tick and Linder, approximately 20,000 square feet of office/commercial buildings located along Ustick Road and (17) townhomes located along the north property line adjacent to Linder Road. Both Ustick Road and Linder Road are major roadways connecting Meridian to the Cities of Eagle Nampa and Caldwell. ACHD has a plan that will reconstruct and widen this intersection to 5 lanes on all legs, including the installation of a traffic signal in 2008. Additionally a plan for a future overpass to be constructed along Ustick Road over Interstate 84 at Caldwell. On April ih, 2005, ACHD reported the following traffic counts: Linder N/O Ustick 10,589 Linder S/O Ustick 10,767 Ustick W/G Linder 8,905 Due to the very high traffic flow on both roads and the obvious future increase oftraffic, with the expansion ofthe intersection, a mediwn density residential zone does not seem to be the highest and best use for the property. Very high traffic does not historically lend itself well to a desirable single family residential area. The amount of area needed to buffer the two roads would essentially make the site economically unfeasible. High traffic flows are desired and lend themselves very well to retail and office/commercial uses. Our proposal allows high visibility for the retail building on the corner and the office/commercial buildings along U stick Road. The commercial uses buffer the higher density residential use that is located behind on the north portion ofthe property, and allow for transition to mediwn density residential on the property located to the north adjacent to Sawtooth Middle School. The proposed retail building and office/commercial buildings also offer much needed services to the current and future residences in the area. Our proposal of a mixed-use property provides a better solution for this area than the current North Meridian Comprehensive Plan allows. We are requesting an amendment to the plan to allow this project to move forward. Please see the attached drawings, docwnents and neighbor support letter for additional information. We have lived at 1450 West Ustick Road for well over 30 years. When we first moved into our home over 30 years ago, it was a wonderfully quiet, peaceful place to get away fÌ'om the hustle bustle of the city. Today, there is well over 15,000 cars traveling this intersection each day. There is constantly traffic, noise, and light pollution emitting into our home. We hear constant idling of cars and breaks squeaking when they are stopping/stopped at the intersection and their high beams pointed directly at our house. The thought of the noise/light pollution when it becomes a 5 lane intersection in all directions is unimaginable to us, It just makes sense to us that this intersection should be commercially zoned. Having the experience ofliving at this intersection now, we don't understand why anyone would want to live there when it becomes a 5 lane intersection. Thank you for allowing us to have our input.
