Waterrield (208)286-0587 p.2 October 11, 2005 Dear Mayor deWeerd, Last week we attended the Planning and Zoning meeting on the Comprehensive Plan For North Meridian Area Plan (NMAP) and the Community Planning Assodation of Southwest Idaho (COMPASS). As a property owner of approximately 30 acres along McDennottjust south of Chin den, 1 have many concerns and comments that I would like to share with you and the council. First of all I would like to say that I commend you and the other people involved on your foresight of possibly making McDermott a connection to State Highway 16. I agree that McDermott is the most logical location for such a road. After much discussion and testimony I am hopeful that the council will change the corridor area and reduce the corridor to a more appropriate size. Creating a mile wide corridor would create an extreme hardship for the concerned property owners. I believe that a 300 foot corridor was suggested to be more appropriate. I am hopeful that the council will listen to the property owners concerns. My next concern is the City of Meridian is including the property north of Chinden in the New comprehensive plan. This area has great potential for a substantial tax basis for the City of Meridian and would be a great asset, however it was clear from the planners report that the City of Eagle is also interested in including that area in their area of impact. It appears that Eagle has done the appropriate studies and has a plan to provide Services to that area. My question is, Has Meridian been proactive in researching the probability of getting services to that area? If the council is truly interested in including that area into Meridian then a plan to provide services should be in place. Eagle appears to have a head start! Lastly I think there has to be better communication with the concerned property owners. This would eliminate many problems. I and many others] spoke with were never notified ofthe meet1ng. I found out about the meeting when I went to the Planning and Zoning office. I was given the new map at that time. I then called my neighbor Ray Roark to see If he was aware of the meeting and the new proposal, he was not. The homeowners in Peregrine Subdivision were quite upset and rightfully so. My land that backs up to the Subdivision is designated mixed use. This would adversely effect their property valuei. 1 am aware of the balance which is required to do what is best for the city as a whole and Keeping the individual property owners happy but not communicating and informing the Property owners creates undo animosity. I think a more suitable plan would include Residential zoning backing up to the existing homes and then transitioning to mixed use. These are a few of my thoughts, I would appreciate your comments.
