Hi Lyn,
My wife spoke to you earlier today about our desire to develop our 10
acre parcel on Ten Mile Rd. It is situated on the northeast corner of
what has been called the mixed use waste water treatment area on the
planning maps that I have seen (about 1/2 mile from the current
treatment plant).
All our neighbors would like to see a residential development as apposed
to a commercial development. We would like to keep the neighborhood
happy and develop it in a way to keep their best interests at heart. We
also want to make sure that we are not violating any laws or regulations
regarding the waste treatment plant. Until today, we have not been able
to find out why the buffer has been so large and biased towards the
north. We felt we were far enough away and have had no issues with
noise or odors and could see no reason why is was required to be so
large. Since my wife talked to you, it appears that you may agree that
the north boundary may be a little far and could be pulled back to the
south border of our property. We would appreciate it very much if you
could look into this and help us get this changed.

Dear Meridian City Mayor and Council
Weare writing regarding the future use comprehensive plan zoning directive on our 10
acre parcel. This property is located at 4315 N Ten Mile Rd. It is 1/3 mile south of
McMillan on the west side ofTen Mile Rd.
In the plan, it is indicated that the future zoning would be Mixed Use-commercial with no
future residential development. We would like to see this changed to a residential zoning
ofR2.
We have been before the Planning and Zoning Department with this same
recommendation. From what we were told, they agreed with our proposal but differed to
see what you (Meridian City) wanted to do.
The reason for our proposal is we feel that a residential development in this area is more
suited for the City of Meridian, the neighborhood, and for us.
Currently the property is under the umbrella of the sewage treatment plant. Somewhere
the idea has surfaced that the treatment plant needs a buffer. We have been told various
reasons for the buffer:
1. The odors may be offence to residents. In the 14 years we have lived here, we
have never even noticed odors coming from the sewage treatment plant let alone
been offended by them. In talking with our neighbors, we have found none that
have experiences different than ours. In addition, there are residences to the south
of the treatment plant that are closer than our property.
2. The need of a buffer zone between the plant and homes. Our property is quite a
distance (roughly 1'2 mile) from the treatment plant which is further than any
buffer would be needed. There are sewage treatment plants in Boise where homes
back right up against the plant and there seems to be no problems associated with
this. This shows that a buffer zone may not even be needed.
3. Need of space for future expansion. The direction of expansion on all plans we
have access to seem to be towards the northwest from the current plant. Our
property is situated north and slightly east of the plant and not in the direction of
the future expansion. We also believe that 1'2 mile is excessive for expansion
requirements.
This proposal would be better for the City of Meridian because the Planning and Zoning
Department has said that the future zoning balance of residential vs. commercial is heavy
on the side of commercial property. Acting on this recommendation would help to
correct this imbalance.
This would also be better for our neighbors. We have spoken with them and they would
rather have residential development around them than commercial properties. It would
adversely affect the quality of life they now have as well as a large negative impact on
their property value. This was a great concern to them in our conversations. There is
also a subdivision directly north of our property and having a residential subdivision
south of it, one that encompasses the existing estate style homes, would compliment it
nicely.
It would be better for us because we are interested in developing our property in the near
future. We have been working through different development scenarios for some time
and any time commercial developments come up, there is a big negative push back. If we
were to attempt commercial development, there would be a strong presence ITom our
neighbors against such a project. Developing a residential subdivision would not solicit
such a strong response. We would like to develop it in such a way as to keep harmony
with our neighbors and be complimentary to Meridian's future. Making this change
would do this.
We would really appreciate your swift decision regarding this matter to allow us to move
forward on our plans.
