My name is Carolyn Russell and I live at 4279 E Bellina Ln in the Village at Movado subdivision. I am writing to express my opposition to the Mixed Use/Multi Family housing project planned for the corners of Overland and Movado. My first concern is traffic and safety for those entering or exiting the Movado development. Since first exploring the area in late 2019 until now, the number of occupied houses and now apartments has greatly increased. I truly feel a current traffic study should be required before advancing this project. The traffic study should be done on a weekday during peak hours. Our lives could depend on it! My second reason for opposing this project as is, is the lack of play areas for children within the project. It was mentioned in previous testimony, that this type of housing is desirable for young professionals or the like, but this is purely opinion. You cannot know who will or will not live in these rentals. I pay a quarterly fee to our HOA for things like amenities (pool, parks, landscape, etc) for maintenance and such, and without their own playgrounds, I do believe they will utilize the Movado maintained community play areas. The last concern I will share with you is home values. There is data to show when you build multi family housing near existing housing, the value tends to go down. We just purchased our home within the last 6 months and because of the Boise area housing demand, we paid above appraised value. Add to that maybe a 10% decrease by adding multi family homes next door; not happy about that. In closing, I just want to reiterate my opposition to this project as planned. Thank you.
