Ustick Road Development Agreement Modification Thank you for the opportunity to review the proposed development agreement modification (MDA H-2021-0016) for the property located at 1450 W. Ustick Road. ACHD does not typically provide comments on this type of application, but has chosen to for this application due to ongoing issues associated with a stub street planned to be constructed to the site's north property line. As part of ACHD's November 2019 approval of Edington Commons Subdivision located directly north of the site, a stub street was proposed and approved to be construct which would stub to this site's north property line. ACHD's policy requires that the stub street be extended into the site and/or terminated in a cul-de-sac turnaround. The site plan included as part of the development agreement modification application does not reflect this, as the applicant has indicated that they do not want to extend the street into the site. To address this ACHD staff suggested that the applicant work with the City of Meridian and the developer of the Edington Commons project to eliminate the stub street, however City staff have not been supportive of this proposal. If the stub street to the north has not been eliminated by the time ACHD is transmitted a development application for this site (CUP, CZC, Etc.)then applicant will need to either extend the stub street into the site and terminate the roadway with the construction of a cul-de-sac turnaround or request a waiver of ACHD's Continuation of Street policy. Due to the site's limited frontage on both Ustick Road and Linder Road, extending the stub street to intersect either roadway is not recommended and would not meet ACHD policy, which would require any new local street intersecting an arterial roadway to align or offset from any other street by 660- feet. It is recommended that the proposed driveways on these roadways be restricted to right- in/right-out only, as they are proposed to be located within the influence area of the intersection.
