ENGINEERING permit and preliminary plat Phase III of Meadow Lake Village. The above applications have been submitted in accordance with the requirements of the City of Meridian's Zoning Ordinance; the City of Meridian's Subdivision Regulations and the City of Meridian's Comprehensive Plan. LANDSCAPE Phase III consists of 19.80 acres within the Meadow Lake Village planning area. ARCHITECTURE - The project area includes three parcels but does not encompass the entire acreage of all three parcels (tax parcels S1116212630, S 1116212550, and S1113120640). Phase III is located north of Putter Road and south of the future alignment of Louise Road within Township 3N, Range 1E, Section 16 of the E Meadow Lake Village community. The approximately 19.80-acre project site is within the City of Meridian jurisdiction. The Ridenbaugh Canal and the LAND SURVEY Edgeview Estates subdivision lie to the east of Phase 1I1. Vacant land within Meadow Lake Village lies to the north and west of the project site. The 9-hole golf course and Phases I and II lie to the south of the Phase III. Phase III will consist of 64 total lots; 52 of which will be single-family residential lots, 10 of which will be common lots and two (2) which will be commercial lots. WATER .These lots may differ from the previously built residential units as the new RESOURCES homes may potentially be fee simple lots that may be sold to individual home buyers. Therefore, Phase III will, unlike the previous phases, be platted. Although the lots in Phase III may be sold individually, this area has always been designated as residential and therefore, is still true to the original vision for the Meadow Lake Village community. 1173 East Winding Creek Drive Eagle, ID 83616 PH 208/246.8300 FX 208/246.8320 www.wrgdesign.com 11 DEVELOPMENT AGREEMENT MODIFICATION REQUEST Meadow Lake Village was approved in April 2000 with the original development agreement being entered into between Touchmark of the Treasure Valley, LLC and the City of Meridian on May 1, 2001 (recorded on May 18, 2001 - 101048097). , An addendum to the development agreement, addressing the phasing plan and infrastructure construction, was contemporaneously entered into (the "April 2001 Addendum", recorded on May 18, 2001 - 101048096). Another addendum was entered into in May, 2003 (the "May 2003 Addendum", recorded on August 14, 2003 - 103137119) addressing an approved revision to the original phasing plan. . Touchmark of the Treasure Valley proposes that a third addendum be entered into addressing the current proposal. An additional. addendum should be entered into identifying the improvements to be made during Phase III as now proposed. Phase III was originally located in the northeastern portion of the planning area and extended from Putter Road to Franklin Road according to the April 2001 Addendum. This proposal would change the Phase III boundary. The new Phase III boundary parallels Franklin Road and extends west to east from Roundabout 1 to Roundabout 3, south of the future Louise Road. The May 2003 Addendum requires improvements such as landscaping along Franklin Road, intersection improvements at Franklin Road, and the construction of Street J from Roundabout 3 to the eastern boundary of the property to occur within Phase III. Because Phase III no longer borders Franklin Road or extends to the ' eastern boundary of the property these improvements are excluded from the Phase III development. In addition, Street H will no longer go through Phase III. This application is proposing to modify the May 2003 Addendum to the Development Agreement by deleting references to Street H in conditions 1, 5, and 12; and deleting conditions 2, 3, 4, 6, and 8 and 9 because the referenced areas are no longer considered to be within Phase III. Landscaping within the 15-foot landscape buffer along the future Louise Drive will be bonded for and planted at the time Louise Drive is constructed. This is to ensure that the design of Louise Drive is cohesive to the overall development and design of Meadow Lake Village. These modifications will in no way hinder the construction of public facilities in Phase III. Touchmark of the Treasure Valley is committed to building the necessary road, sewer and water infrastructure to serve Meadow Lake Village Phase III. CONDITIONAL USE PERMIT REQUEST Meadow Lake Village is a planned mixed -use active -adult community. The project was originally annexed in April 2000 by the City of Meridian and zoned L.0 (Limited Office). The previously adopted development agreement requires that a Conditional Use Permit be submitted for each new phase of development within the Meadow Lake Village. The Meadow Lake Village Concept Site Development Plan identifies this area for residential use. Phase III will consist of 52 single-family residential units, 10 common lots and two (2) commercial lots at the entrance. The homes will be built by Touchmark and will be similar in look and design to the existing homes within Meadow Lake Village. The proposed uses are in conformance with the previously approved master planned concept. PRELIMINARY PLAT APPLICATION Site Design Phase III consists of 19.80 acres within the Meadow Lake Village Community. This most recent addition to Meadow Lake Village will feature 52 single-family residential lots, 10 common area lots and two, (2) commercial/town center lots for a gross density of 2.62 dwelling units per acre. W I R G D E S I G N I N C. u The lots will be accessed via public roads from South Touchmark Way. The streets will be lined with eight -foot landscape planters and five-foot concrete pathways along both sides of the right-of-way creating an attractive corridor for pedestrian use. Building setbacks will conform to the previously approved development agreement. Homes will have a 20-foot front setback from the property line and the 10-foot side setback and the 20-foot rear setback will be measured from building to building —rather than from the property line as previously approved and designed in Phases I and II. The setbacks were designed this way to allow more flexibility and creativity in building pad location which have been successful in the previous phases. Incorporating the same development standards that were used in Phases I and II will continue the vision and architectural character throughout Meadow Lake Village. Phase III, is designed to balance individual privacy with healthy living and community interaction. This is accomplished through the provision of open space areas and pathways which encourage physical activity and social interaction between the community residents. The vision for the Meadow Lake Village as an active -adult community is continued in Phase III by offering a variety of housing opportunities balanced by a wide variety of community and lifestyle activities. Open Space and Landscaping Phase III of Meadow Lake Village will continue the original vision as a community dedicated to the healthy lifestyles of its residents. This will be accomplished through a network of walking paths and sidewalks connecting the existing and future phases of Meadow Lake Village. Seating areas will be strategically located along the pathway system to allow users a chance to rest and visit along their walks. The pathways will lead to open space areas featuring a blend of attractive landscaping and hardscape plaza areas for seating. These areas will provide residents with a place to gather and socialize for special events. The streets will be lined with trees, creating an enjoyable and attractive lane for both pedestrians and motorists. An additional 15-foot landscape buffer will line the northern property boundary to shield the residents from future development to the north. Vegetation selected for the open space areas will be chosen carefully with regard to water consumption and attractiveness. In total, Phase III will feature, approximately five acres of open space throughout this portion of the development. Traffic Phase III will be accessed from Nistler Court off of the second roundabout within Meadow Lake Village. The streets will be publicly owned and maintained with a 50-foot right-of-way and 34 feet of pavement curb -to -curb. Parking will be allowed on one side of the street only. There will be two cul-de-sacs within Phase III with an emergency access point in the northeast corner. This emergency access point will connect to the future Louise Drive along the northern boundary of Phase III. The future Louise Drive is not part of this -preliminary plat, but there will be an all-weather access road within the approximate future right-of-way of Louise Road to accommodate emergency services. Public Services and Utilities Sewer and water will be provided to Phase III by the City of Meridian. Sewer lines will be tied into an existing manhole in Franklin Road. The sewer lines will cross the vacant land to the north to reach Franklin Road. An access easement will be provided for the maintenance of the sewer line. Existing water lines to the south have provided stubs for development within Phase III which will be utilized with this development. Pressurized irrigation infrastructure will also tie into the existing facilities available in the previous two phases of Meadow Lake Village. ©od D E S I G N I N C. u Phasing The single-family residential units will be built first along with the necessary infrastructure to serve the property and open space. The commercial lots will be developed at a later time as the market demands. These commercial lots are intended to be included in the planned town center in conformance with the originally approved master plan concept. COMPREHENSIVE PLAN COMPLIANCE The vision for Meadow Lake Village is to provide a unique community that offers an attractive lifestyle, for active adults. 'Meadow Lake Village is a mix of residential, commercial, and office uses. Residents are able to participate in a variety of activities while living in close proximity to medical offices and commercial uses. Phase III is one more piece of the overall community that will provide residential opportunities for those active adults 55 or greater. Future phases will include a variety of office and commercial uses that will create a true mixed -use community for the residents of Meadow Lake. The original Meadow Lake Village was approved in May 2000 and was compliant with the City of Meridian Comprehensive Plan. The area was designated as residential per the Meadow Lake Village Concept Plan and the current proposal for Phase III is in conformance with that overall- master concept plan. The current City of Meridian's Future Land Use Map designates the property as Mixed Use - Community. CONCLUSION A neighborhood meeting was held on Wednesday, January 3, 2007 at the Kennedy Center in the Meadow Lake Village development. The neighbors asked several questions, but the overall response was positive. Phase III of Meadow Lake Village is designed to expand upon and continue the vision of the Meadow Lake Village as an active -adult community by providing unique housing opportunities and lifestyle choices. The above application has been submitted in accordance with the requirements of the City of Meridian's Zoning Ordinance; the City of Meridian's Subdivision Regulations and the City of Meridian's Comprehensive Plan. Phase III consists of 64 total lots; 52 of which will be single-family residential lots on 19.80 acres within the Meadow Lake Village planning area. The applicant is seeking a variance from Section 11-6C-3-B-4 of the Meridian City Code regarding cul-de-sac length. Meadow Lake Village is designed as an active -adult community and is the only development of this type in the City of Meridian serving the active -adult population. Within an active -adult community, privacy and safety are the primary concerns. In a subdivision of this small size, one method to address residents concerns is to limit the number of access points into the residential portion of the community. Phase III has been designed with one access point off of Touchmark Way and two cul-de-sacs of varying length. It is the cul-de-sac in the northeast corner, Nistler Court that exceeds the 450-foot cul-de-sac length. An all-weather emergency access point is provided for off of Nistler Court to mitigate for the extra cul-de-sac length. The streets are designed to meander slightly and are broken up with pedestrian paths to avoid the typical straight street section found in many subdivisions today. The proposed variance would not be a special privilege granted unto this developer because there is an emergency access at the end of the northeast cul-de-sac which provides emergency vehicles with a secondary access into the subdivision.
