No. - 06031 Dear Amanda, Good afternoon. Please accept this submittal for Design Review and Alternative Compliance for the indicated property. The proposed project is located on the southwest corner of Locust Grove and Overland roads. This application is to construct a two story 21,000 s.f. office building. The building will be designed to accommodate either professional offices or medical offices. Access to the site will be off of Locust Grove Road at the southern portion of the property. The number of parking stalls exceeds that required by the Unified Development Code (UCD). All required landscape buffers have been met and are in compliance with the UCD. Enclosed you will find our completed applications and checklist with appropriate attachments. The building will be a two story structure with a flat roof with various parapet and roof heights. The building is placed on the site to address the corner intersection of the property, to provide visibility from both directions on Overland Road as well as Locust Grove Road. This project will be the prominent feature for Overland and Locust Grove intersection. The building consists of south wing and west wing approximately 10,000 sf each which are connected with a common curtain wall enclosure. Each side of the building will be constructed out of textured/colored concrete block, with accents of corrugated metal on the north side. There is also a predominant wall that extends the length of the building that will provide an anchor for the building; this wall as well as the stair wells will have a stucco finish with a terra cotta color, and the remainder of the building will be comprised of earth tones, exposed metals and bronze colored windows and frames. All rooftop and ground -level mechanical equipment will be screen with metal panels (roof) and landscaping (ground - level). The entrance for the building is defined by a covered drop-off circle in connection with the parking lot. The primary entrance is sheltered from view from the traffic on the street. However the entrance lobby opens out onto a public plaza on the northeast corner of the building. The site allows for continuous pedestrian access from both Overland and Locust Grove Roads to the parking lot, entrance and plaza. The plaza will consist of landscape planters, trees and a water feature. p 615 W. Hays Street Boise ID 83702 TI208.345.7323 FI208.345.7326 ruby � edwards: architecture + design, p_a_ Alternative Compliance This lot has considerable slope from the east to the west making it difficult to properly place a structure on the site without considerable excavation. This will require a minimum of two retaining walls around this corner within the required landscape buffer. The amount of landscaping has not changed, only the addition of non-structural (less than 4'-0') retaining walls. The proposed plaza will be approximately 8'-0" below the sidewalk at the corner of the intersection. A public plaza will be partially concealed by landscaping and retaining walls. We have provided public access from the main sidewalks at the streets down to the plaza by use of two stairs down to the plaza below. These retaining walls and stairs lie within the required 25' landscape buffer. It is our understanding that the Unified Development Code does not allow for this use (11-2B-3 & 11-3B-7). It is our request however that these site elements be allowed, as it adds to the beautification and appeal of this corner lot and allows the building to be constructed without built-up earth around two sides. This also allows all of the building to have full access to daylight; otherwise the east and north sides of the first floor would be constructed as a daylight basement. Allowing public access from the street down into the plaza will be more conducive to the design of the site and friendlier to the public who use this area and facility. The landscaping will be as required. It is our opinion that with this Alternative Compliance this project meets the remainder of the UDC requirements.
