RE: Application for Preliminary Plat, Annexation and Zoning for Matador Estates
Dear Honorable Mayor and Council Members,
On behalf of my Client Equity Development LLC, please accept this application for
Preliminary Plat, Annexation and Zoning for Matador Estates. This property is currently
located south of McMillian Road and west of Locust Grove. The subject site is currently
within Ada County and zoned RUT. With this application we are requesting an
annexation and zoning of approximately 4.92 acres into a R4 zoning classification.
This application has been submitted in accordance with all requirements and provisions
of UDC and meets all local standards for acceptable engineering, architectural and
surveying practices.
This application is not requesting any variances, and will have one (1) covenant
restriction, whereby Lot 3 of Block 3 will be limited to a single level residence.
Preliminary Plat Information
Matador Estates is a single-family nineteen (19)-lot subdivision, which breaks down to
sixteen (16) buildable lots and three (3) common lots. Each lot will take direct access
from two (2) proposed roads within our subject site. Each road will be public and will
meet all requirements of ACHD.
A 25' wide landscape strip will be provided to buffer along McMillian from the proposed
subject site. Please view attached landscape plans for exact details.
All utilities are available to the site through an easement from the adjacent property
owners to the west. The applicant is currently working with these property owners to
attain this easement. The applicant is proposing to provide pressurized irrigation to all
lots through Settler's Irrigation District. Conceptual plans for pressurized irrigation will
be proposed when construction documents are to be submitted.
Drainage for the project will be retained through an above ground retention pond being
proposed at Lot 1, Block 3.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
