Re: Proposed Rushmore Subdivision — Final Plat, Rezone, Conditional Use
Dear Mayor, City Council and Planning Commission,
On behalf of SLC, Investments, LLC, kindly accept this application for Final Plat approval,
including requests for a Rezone and Conditional Use Permit, for a multi -family development named
Rushmore Subdivision. This proposed project is located at the westerly end of W. Broadway Ave.,
between Meridian and Linder Roads in west Meridian. Copies of the application and the
Preliminary Plat and Final Plat of the proposed site development are included in this submittal.
The subject property of this application is adjacent to and easterly of the recently approved and
under construction large multi -unit residential project known as Rock Creek Subdivision. This
proposed project is located on a southerly portion of the property known as "Meridian Friends
Church" which fronts on Pine Ave. The project is located close to Meridian High School and
Meridian Middle School and central downtown Meridian.
The entire property's current zoning is R-4 and is located within the boundaries of the City of
Meridian. The Rushmore Subdivision site consists of 2.180 acres. The proposed project will contain
six four-plex multi -family structures and open space lots with all required amenities. This
application also requests a property rezone for the entire parcel, The residential parcel is requesting
a rezone to R-15, while the remaining "Meridian Friends Church" parcel (3.150 acres) is requesting
a rezone to LO from its present R-4 zoning.
The enclosed application and preliminary plat have been designed as shown and the applications
have been submitted in accordance with the requirements of the recently approved Meridian Zoning
Ordinance. The development has also been designed to be in compliance with the intent of the City
of Meridian Comprehensive Plan.
Specific Comprehensive Plan policies which support the requested zone change include the
following:
1) 1.3 Community Design Policies
2) 1.4 Land Use Residential Policies for new development;
3) 1.5U Balance of Land Uses;
4) 1.6 Housing Benefits;
5) 1.7 Sewer Facilities;
6) 2.3U Property Values
An R-15 zoning designation is requested with this application and the subdivision plat will contain
lots ranging in size from an approximate minimum of 5,663 square feet to 5,880 square feet for each
of the multi -family lots. The subdivision will be constructed according to the standards required by
Ada County Highway District, City of Meridian and the Nampa Meridian Irrigation District.
Sewer and water facilities are presently available and will be provided by the City of Meridian.
Drainage will be handled by surface and sub -surface methods and will be designed to the standards
and requirements of all appropriate regulatory agencies. A pressurized irrigation system will be
provided for all developed lots within this development.
This proposed development has been designed to include all required landscaping. There are also
landscaped areas along roadways and parking areas within the subdivision itself. Sidewalks and an
access pathway have been included within the design to provide for pedestrian traffic throughout
the subdivision.
All common area lots will be owned and maintained by the Property Owners Association that will
be established for the subdivision. Conditions, Covenants and Restrictions documents will be
submitted to the City for approval prior approval of Final Plat.
No variances to the Zoning Ordinance are requested with this application.
Rushmore Subdivision will be a quality development for this area of Meridian. It's planned use and
design is compatible with surrounding developments and neighborhood uses. The requested
rezoning to R-15 will benefit the public interest by providing desirable infill housing needs to this
area of the City while allowing the Sewer Department to complete long desired connections and
other improvements between existing subdivisions.
The Final Plat for Rushmore Subdivision is in conformance with the approved Preliminary Plat and
meets all requirements or conditions of that approval.
This Final Plat is in conformance with all requirements and provisions of the UDC and is also in
conformance with acceptable engineering, architectural and surveying practices and local standards.
This application submittal includes items listed within the preliminary plat, rezone and conditional
use and final plat application checklists. We respectfully request approval of this project.
