2021-03-23 ACHD - Confirmation of No TIS Requirement
From: Sweat,Eric To: mike.chidesterCdeltonm.mm Cc: Crowther.Brent;McDouoald.Brandon Subject: TIS for Grammercy Commons,Meridian Date: Wednesday,January 13,2021 3:10:18 PM Attachments: 1maae003.Dno imaae004.Dno 1maae005.ono imaae006.ono imaae007.Dno Mike, I've been coordinating with ACHD and COMPASS regarding the Gram mercy Commons project TIS.Per ACHD,a TIS will not be required for the development due to the anticipated PM peak hour trips being less than 100.In our initial conversation we discussed the development being over the dwelling unit threshold, but I confirmed with ACHD that they will not be requiring a TIS for the development.I will document the findings in a brief memorandum and get that to you shortly. You can also see the email thread below. If for whatever reason ACHD reverses decision or the City of Meridian requires a TIS,please let us know and we can pick up where we have left off. Please reach out if you have any questions. Paige, Thank you for this information.I wanted to confirm with ACHD that a traffic impact study will not be required for this development. Yes,the proposed development is anticipated to generate less than 100 peak hour trips.I noticed in Policy 7106.1 that one of the TIS requirement triggers is dwelling units. The planned number of units for the development exceeds 100,however using the ITE Trip Generation rates the development results in less than 100 peak hour trips. As discussed, the amenity/retail space of the development will be minor(-3,000 sq.ft.).The developer has indicated this use is intended to serve those in the building primarily as opposed to the general public.I imagine a fitness center, gaming area, hair salon,or something along those lines.I attached the concept plan we have for your reference. Below is a trip generation table comparing three different ITE Land Use Codes that could be applied to this development. However, none of the results exceed 1,000 daily or 100 peak hour trips per ITE Trip Generation rates. ITE AM Peak Hour PM Peak Hour Land Use Description Land Units Quantity Daily Use Total In Out Out Total Code Multifamily Housing(Mid- 221 Dwelling Units 7164 892 15 44 59 44 28 72 Rise) Mid-Rise Residential with 231 Dwelling Units 564 14 35 49 41 18 59 1 st-Floor Commercial Senior Adult Housing- 252 Dwelling Units Attached 607 11 22 33 23 19 42 Please confirm that a traffic impact study will not be required for this development. I will pass that information along to our Client and COMPASS once I hear back. Please reach out with any questions. Thankyou! Hi Aimee and Paige, We received the request below for an area of influence run.Their closest access point to Overland is at Wells. That is what we are currently assuming for model network access. Will Wells remain full access or should we also add in the Blue Horizon to Bonito to Overland access point?
