Hi Sonya- I’m not sure when the turn lane will be constructed if funds are allocated for the improvement. ITD’s goal is to collect proportionate share contributions from all developments along the SH-69 corridor within Meridian’s city limits. Collected funds will be prioritized to be applied to projects on SH-69 in alignment with the SH-69 Corridor plan. ITD must expend the funds within 10 years. ITD does not currently have a programmed project to widen this area. Details of the SH-69 Corridor plan can be found at this link. https://itdprojects.org/projects/id69corridor/ I don’t have an answer for you on how much money needs to be collected prior to installation of the turn lane. ITD will never be able to collect 100% from developments near Shafer View Drive for the ultimate configuration for the intersection. That’s where prioritization of the collective funds collected along the corridor comes into play. District 3 is using proportionate share contributions as an innovative way to have on- and off-system developments mitigate for their impacts to the state highway system. The department also programs projects through our typical ITIP cycle which includes a competitive prioritization of funds across the state. Applying proportionate share funds to a proposed ITIP project offsets the cost and increases the likelihood of project selection. On other corridors ITD has been successful at successful Federal grants to fund projects, but we have not applied for any on this corridor. We do know that it is cheaper in a construction project for the city or a developer to take the lead on contracting and constructing the improvements with the proportionate share funds. I hope that answers your questions. Jayme Coonce has reached to the city previously about ITD/Meridian entering into an intergovernmental agreement regarding proportionate share contribution collection. This would be a more holistic approach requiring collection of proportionate share from all developments within Meridian’s city limits. It would certainly accelerate the ability for roadway improvements to move forward. We entered into one of these agreements with the city of Star about a year ago and are currently working with them to fund a project to widen SH-44 between Cana Ada Road and Star Road to mitigate for congestion and safety concerns on that stretch of highway. If you could provide a response to these items it would be appreciated. Hi Jim- Attached is the draft transportation mitigation agreement. Please reach out to me with any questions. I put in there that the monetary contribution of $59,358 prior to the Meridian City Clerk signing the first final plat. That’s not a hard and fast deadline, but one that we’ve been using with the other cities. I’m happy to work with you and Meridian on what makes sense for your development. Attached is the application you’ll need for adjusting landscaping in ITD’s right-of-way. Based on what you’ve described I don’t think it’ll be an issue. Yes we hope to improve the existing visibility issue onto SH-69 from the Shafer View sub. That will require removing and replacing some existing landscaping along with possibly reducing the grade within the landscape area. We will watch for the application and go to work on verifying if this impacts the ITD ROW at the intersection. Thanks again for the call. Attached is the right-of-way plan sheet for this segment of road. This is the right-of-way that ITD has existing. Schafer View is the approach located a 292+27. ITD has 80ft of right-of-way from the roadway centerline in this vicinity. On your question about landscaping…… are you trying to improve sight distance at the intersection? Improve vision from development to SH-69? Build a big landscape berm so that no one sees the houses? I might have a few comments depending on what you’re trying to achieve. ITD has not identified where the bulb out south of the mid-mile will land. <image003.png> SH-69 north of Lake Hazel will be widened to 6 lanes (in both directions). I reached out to the planner…right-of-way impacts have not been determined yet. It is possible that ITD might need to acquire a bit of frontage. On Chinden Blvd, that corridor is also identified as being widened to a 6 lane section and ITD can accommodate that by going out 100ft from the roadway centerline.
