Thank you. 2 MEMORANDUM Date: January 8,2021 To: City of Meridian,Community Development Department Re: Volante Investments(aka Seasons at Meridian) H-2020-0118 To Whom It May Concern, Winco Foods, LLC is the current owner of the 34.62 acre site that is a part of the existing Development Agreement (Inst.#2016-060157). Winco is seeking to modify the existing Development Agreement to include a conceptual development plan for the eastern 15.89 acre portion of the larger 34.62-acre property, zoned C- G (General Retail and Service Commercial District). In connection with the application for a modification of the Development Agreement Winco Foods, LLC is currently under contract to sell the 15.89 acre eastern parcel to a developer that intends to build 360-units of high density residential and will allow for the integration of a variety of synergistic uses that will meet the intent of the Mixed Use Regional designation. As it relates to the timing of the development of the various uses it is certain that the sale of the eastern parcel and the 360-unit planned development will begin construction far before the western 18.75-acre parcel is developed with the approved conceptual development plan for an 85,000 square foot grocery store (Winco Foods). It is for that reason that we respectfully object to the proposed conditions that would require any on or off site improvements be built on the Western 18.75 acre parcel that include but are not limited to the extension of Cinema Dr. As previously stated there is no definitive timeline for the commencement of construction for the previously approved uses and we believe it would be an excess burden to tie the development of the eastern parcel to any of the obligations that would be necessary due to the traffic generated from the retail developments on the Western Parcel.
