I write in opposition to the above referenced annexation/ and plat approval application for the following reasons:
As noted in the staff report there are certain principles contained in Meridian's Comprehensive Plan that I think are
applicable to this application.
1. The subject property is in the "fringe area" of Meridian. The policy expressed in the plan prioritizes infilling the
existing vacant lots and acreage within the city limits before annexing fringe areas.
2. New developments are to be compatible with surrounding areas which includes the surrounding area densities.
3. R-15 zoning is allowed when no single family attached homes are in the area.
4. Annexation should respect agricultural heritage, open spaces and maintain or improve the overall atmosphere or the
area.
This application violates those principles in that :
1. It abuts Vantage Pointe subdivision to the South which comprises estate residences on 1 acre ( 43,560 square feet )
lots and to its immediate west The Keep subdivision of 1/2 acre lots. The application proposes a majority of its larger lot
density at 5000-6000 square foot lots ( at R-8 zone) and somewhere between 2000-3000 at the R-15 lots at the east end
of the project. The proposed densities are nowhere close to compatible
2. At present the density designations are LDR at a small portion of the project at the southwest corner and MDR at the
rest of the property. Respectively 1-3 and 3-8 residences per acre.Were the project plan to be that the LDR lots would
be 1/2 to1 acre lots and the MRD 3 acre lots that would be compatible with the project's neighbors.
3. The request for private, gated R 15 density lots is totally inconsistent with the Comp Plan and excessive in density and
as pointed out in the staff report the proposed streets do not meet ACHD requirements.
4. Finally, the impact on schools and services will be great. Hillsdale elementary is at capacity and the projected 247 new
children will have to be bussed to Silver Sage elementary while Lake Hazel Middle and Mountain View Highschool are
already at capacity. The project will create 3,343 additional vehicle trips per day to be poured in and out from or onto
Eagle Road, a two lane road with no sidewalks at the egress and ingress points of the project.
I urge denial of the annexation and the preliminary plat as has Staff.
