Hello,
My name is Deborah Boyd and I live in Shafer View Estates subdivision at 493 E. Shafter View Dr. in Meridian. I
would like to enter the following testimony for the March 9 hearing on Shafer View Terrace. I was
disappointed to listen to the hearing held on February 4, 2021 and hear that there were no issues brought up
at the homeowner's meeting held by Breckon in the summer of 2020. I want to make sure the concerns
mentioned at that meeting are made public record.
The concern Iis around adding 4 lots at the entrance to Shafer View Estates and the additional safety concerns
those may create. The main road through the subdivision, Shafer View Drive, is located directly off Highway
69. The entrance to Shafer View Estates, at the intersection of Highway 69 and Shafer View Drive is not flat.
Cars entering the subdivision encounter a hill as soon as they turn onto Shafer View Drive. Due to the hills also
on either side of Shafer View Drive at the intersection, a driver is also unable to see onto Shafer View Drive
and anyone or anything on the road until after they have driven up the hill. With that poor visibility, adding 4
driveways at the top of the hill adds more safety concerns to an area that I know is already dangerous.
1. School bus pickup for the children in the neighborhood is at the intersection of Highway 69 and Shafer
View Drive. That puts elementary-school-aged children waiting at the highway for their bus. Parents
today do not leave their children unattended at the bus stop. We either drive our kids to school or wait
at the bus stop with our kids in the car until the bus arrives. My kids ride the bus home, but we pick
them up at the bus stop because we're concerned that the bus will drop them off and a car will turn on
Shafer View Drive before the kids have a chance to get up the hill. A driver wouldn't see my kids until it
was too late, even if they walk as close to edge of the road as they can, it doesn't feel safe with drivers
turning from highway speeds.
2. My kids have been taught that if they go on a bike ride or walk through the subdivision, ,they are not to
go within 50 feet of the intersection because a turning car won't be able to react. There are no
sidewalks on Shafer View Drive to protect them and no street lighting to help either. The county
installed a streetlight at the subdivision entrance so we could see in the dark where to turn into the
subdivision, but it's on the highway and does not project light onto Shafer View Drive.
3. The hill is steep enough that the county regularly de-ices and sands the intersection with even the
slightest amount of snow accumulation.
This area is dangerous and adding 4 driveways at the top of the hill adds concerns around those drivers
backing out of their driveways and potential accidents with drivers coming up the hill. I recommend changing
the 4 lots to 2, so the lots can be wide enough for the homeowners to be able to have driveways constructed
so they have turnarounds and don't have to back out into traffic. Regardless, if homes are to be constructed
closer to the intersection than they are today, then the intersection needs to be vastly improved to provide
better safety for both pedestrians and drivers.
