City Cl endian erk Office Memo To: Mayor De Weerd & City Council From: Brad Watson, P.E. cc: File, City Clerk, Anna Canning Date: 1/5/06 Re: Lighthouse Ridge (fonnerly Morning Dove) Subdivision A December 6, 2005 letter to Mayor and Council from The Land Group requests that approximately 46 acres located in the City of Meridian referral area be "released" to Boise City. This property has been discussed before Council at least two other times (10126/04 and 7/12/05). At the 2004 meeting, under the title of Bradford & Camille Shaw, Mayor and Council directed staff to have more discussions with Boise City staff regarding service areas. We did meet with Boise Public Works and neither staff wished to move the service boundary in the vicinity of this particular property. The Land Group, representing a new owner of the property, carne before Council in 2005 calling the project "Morning Dove Subdivision." After much discussion, Council elected not to endorse the release of this property to Boise City. Councilmember Rountree said that additional serviceability analysis was needed in order to make an informed decision, but did not direct staff to conduct that analysis. Kerby Kirkham of the The Land Group and I have corresponded periodically over the last six months (copies of emails and letters attached). My 1017/05 email to Mr. Kirkham stated, "I believe the City Council gave clear direction on this area earlier this year. What I need in order to recommend anything to City Council is an engineering study showing that all or a portion of the property will gravity sewer to Boise City and NOT to Meridian (ultimately)." I received maps but no detailed analysis showing that the property could not ultimately gravity sewer to Meridian. I ended up doing a sewerability analysis based on our sewer master plan and provided that analysis to Mr. Kirkham. My conclusion was that over half of the 46 acres would ultimately gravity sewer to Meridian. It appears the lower portion of the site will not gravity sewer to Meridian. In keeping with my 1017/05 statement to The Land Group, I cannot recommend to Council that you "release" this area from the referral area or authorize me to request Boise City to provide sewer service.
