I do have one question for you at this point. Would the city split the property and release just the lower portion of the site or is it arguable that it would not make sense to split the site with the impact boundary line and in that case, the whole property should be released. I am interested to know how the city would deal with that as this will drive where and how we focus our efforts in developing this property. If we need to, I am willing to meet with you and/or the planning and zoning department on this to determine the direction the city will go with this issue. I also visited the site this moming. It is obvious that the area on the hillside slope and the area along Ten Mile Creek will not sewer to the future Meridian system by gravity. However, the area on the ridge may. Your letter states "based upon the existing topography... .it (is) basically impossible for the City of Meridian to be able to seNe the entire site within the city's referral area with gravity sewer." The key word is that sentence is "entire". I agree that the entire site cannot be served by gravity sewer to Meridian. Since you did not provide any topographical information or relate it to our sewer master plan invert elevations, I cannot determine from your submittal that the City of Meridian sewer system could never serve the upper portion of the property by gravity. As development stretches out along our sewer trunk system, we are always adamant that the sewer be as deep, or deeper, than the elevations shown on our sewer master plan. Even though the design of the trunk that would ultimately serve the upper area of the project is indeed years away, I have no reason to believe based on our track record that it will be higher than in the master plan. At this time, I cannot recommend to Council to release the portion of the site which appears to 1 ultimately be seNiceable to Meridian sewer. You are welcome to contact our engineering staff (Clint Dolsby would be the best contact) to obtain master plan trunk elevations which would allow you to do a more detailed sewerability study. Please note that for the upper portion, we would be looking for detailed topography, potential sewer line routing and sewer invert/surface elevations rather than qualitative statements regarding sewerability.
