RE: Lighthouse Ridge (aka Morning Dove)
Dear Kerby:
Enclosed you will find a copy of a map our department produced
along with my hand calculations. It appears likely that the City of
Meridian master -planned sewer will be capable of serving the higher
portion of the proposed Lighthouse Ridge project at some time in the
future. The lower portion will not sewer by gravity to the future City of
Meridian sewer according to our master plan.
As we have discussed, only the City Council can decide whether or
not to release, or not object to the release, of future planning area to
another municipality. If you wish to present this question to City
Council again, please contact the City Clerk's office directly and in
writing.
This letter and previously mentioned map will serve as my report to
Council in the event you do get on their agenda.

This letter is in regards to approximately 83.5 Acres located at the northwest comer of Colombia
Road and Cloverdale Road. The site is bounded by Boise Ranch Golf Course to the north,
Umpqua Subdivision and Cloverdale Road to the east, Vantage Pointe Subdivision to the west
and Colombia Road is located to the south. This property is basically divided into two portions.
The first portion consists of approximately 37.58 acres and is located within the City of Boise
Impact Area. The second piece of land consists of approximately 45.91 acres and is located
within the City of Meridian Referral Area (see attached drawing S-1 for exact location).
This site has previously been discussed before the council but there have been several further
discussions and correspondence with Brad Watson with the Public Works Department regarding
the sewerability of the project site. This correspondence has been attached with this letter for
your reference. Investigation of the site and research into both the existing and proposed sewer
mains for this area show that a portion of the area located within the City of Meridian Referral
Area does not appear to be serviceable by gravity sewer to the proposed future City of Meridian
sewer system.
The portion of the site located within the referral area is split basically in half by a ridge
generally running northeast through the site that has a total drop in elevation of around 20 feet
(see attached site photos for reference). The upper portion of the site appears to be serviceable
by the City of Meridian once the sewer mains eventually reach this property. However, the
hillside portion (if homes are designed to be set back in the hill) and the bottom areas would not
be serviceable by gravity sewer based upon the 20' plus drop in site topography. This area totals
approximately 18.4 acres, approximately 40% of the land located within the referral area (see
drawing S-2).
According to my research and conversations with the City of Boise, there appears to be adequate
capacity if the City of Boise were to service the site. There is an existing 18 -inch sewer main in
the adjacent Umpqua Subdivision which we would likely be required to extend through the lower
portion of the site which lies within the City of Boise Impact Area. This line is approximately
12 feet deep which should provide more than adequate service to our site. There is also an
existing 10 -inch sewer main located in Cloverdale that is approximately 15 feet deep that would
be another option to serve our site if necessary.

Meridian to be able to serve the entire site within the city's referral area with gravity sewer, we
are requesting that the City of Meridian release this land from their referral area. The City of
Boise will not serve that portion of the site without a letter of release from the City of Meridian.
