Priority Response Times Defined:
Priority 0 type calls are no priority type of calls.
Priority 1 type calls are for non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic
laws.
Priority 2 type calls require an urgent response where the officer will arrive as soon as practical,and should obey all traffic laws.
Priority 3 type calls are an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho
Code to facilitate the quick and safe arrival of an officer to the scene.
Other Police Comments:
All qualified open space provided in the development,to include all amenities, must be in an open area in order to allow for natural
observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal
opportunities.
The Meridian Police Department will support all Community Development Staff recommendations,Traffic Impact Studies from ITD and or
ACHD to improve access, roadways, intersections, pathways and sidewalks before the project if fully completed.
The Meridian Police Department can service this area if approved.Any shared driveways shall have address signs at each entrance and the
roadways shall be maintained for emergency response.Any gated communities shall provide a gate code key pad to allow police access to
any part of the gated community. Any townhomes or multi-family units shall be clearly marked with addresses and unit numbers visible day
or night for emergency response. The applicant shall place a way-finding map at each entrance.

It was great to speak with you as well and I look forward to your insights on the project. I have replied to
the questions in-line in red so hopefully that is easy to follow. I have additionally attached the most
recent site plan from Wadsworth:
I will need to see and understand your parking capacity plan. Not just what it looks like during
“normal events” but peak attendance events as well. Please include traffic egress and ingress
movement.
Please view the attached site plan. From Wadsworth, they are currently planning to have a total of 122
parking spaces for the site. I will work with them to see if we can additionally designate an area for
rideshare pickup and drop off along the side of the building. Based on the city code and proposed use,
the other spaces will be required to have parking at a ratio of 1:500sf and our facility at 1:250ft due to
the food service requirement. Based on the current plan and including development of all future lots,
the code would require a minimum of 58 parking spaces. The current allotment would provide more
than double the code required parking spaces. I interviewed approximately half a dozen bar and music
industry professionals and they estimated that between 40-60% of patrons attending a maximum
capacity event would utilize ridesharing or an alternate form of public transit. This data is anecdotally
reflected within Uber's and Lyft's annual reports of use on their domestic and worldwide services. Based
on our proximity, many homeowners in the area have stated they would be within walking distance
from their home. I am currently unable to speculate on our maximum capacity until the architects have
completed their space analysis. However, comparing two similar sized venues, I will estimate the peak
capacity at approximately 1000 for the purposes of this estimation only. During absolute peak capacity
use, the majority of businesses in the area operate on an 0800-1700 schedule, meaning most if not all of
the shared spaced in this development alone would be available. Having to assume the absolute worst
case scenario based on the above numbers of 40% rideshare use, and an average seating of 5 persons in
a vehicle attending such an event, that would equate to approximately 120 parking spaces. Our venue
could be filled to absolute peak capacity before exhausting all available parking spaces on the
development.
In terms of peak attendance what are we looking at in terms of maximum capacity for a live event?
I would have to defer to the architects on this one, but I would estimate approximately 1000 persons.
This is only for my estimating purposes and shouldn't be used for any official numbers or figures until I
have a more definitive answer.
Sound, light, trash mitigation efforts if applicable
Based on our internal sound pressure analysis and holding an acceptable sound pressure around 95dBA,
I intentionally used unreasonable assumptions in my calculations for external sound influence. This
includes assumptions such as if the walls were made of nothing but 3/4" plywood, which is almost
definitely improbable. A sheet of 3/4" plywood holds a Sound Transmission Class of approximately 20,
whereas a normal insulated exterior wall would hold more than double that, at approximately 45STC.
While we will acoustically treat the space for our use using non-flammable Owens Corning 703 and
Guilford of Maine Whisper 1240, with a Class A fire rating based on ASTM E84, the nature of the use and
containment of sound pressure can practically demonstrate based on sound scientific principles that
outside of the building the sound dissipation will cause the noise effect to quickly become quieter than
even the sound of the tires against pavement on Eagle Road.
All internal light will be contained within the building so there is also no concern of light interference or
beams of light reaching the neighborhood or otherwise. Trash is mitigated by the four trash enclosures
as shown on the site plan.
Hours of operation
We intend to operate from 1600 to 0100 on weeknights, and 1600 to 0200 on weekends.
If and when you get that far an alcohol containment plan
I can certainly provide the plans for standard operating procedure. I am not familiar with this particular
term. Are you looking more for a plan on the alcohol consumption side and keeping the consumption
within the confines of the facility? Or are you looking for a plan towards the traffic and DUI enforcement
side?
For live events do you anticipate using private security at the door or inside? Or just regular staff?
I intend to employ a comprehensive security staff at all operating times. They will be posted at the door,
inside the facility, as well as conduct periodic checks of the perimeter and parking lot to keep external
noise and disturbance to a minimum. Our entryway will also include a system from Tokenworks. The
system not only authenticates age and identity, but can also perform forensic scans on ID documents to
check for authenticity and prevent the use of fake IDs. It also links to a network of blacklisted or known
offenders at other venues, where we can immediately prevent entry of any person who has been known
to abuse alcohol, drugs, or present violent behavior.
If everything goes well for you prior to opening police will want to meet with staff to discuss
expectations of police
