Support development of a connected pathway system across the City of Meridian, with the Five Mile Creek Pathway and the Rail-With-Trail Pathway as the top priorities. 2. Encourage coordination with the City of Eagle to connect to the Boise River Greenbelt and with neighboring communities for additional regional connections of our pathway systems. 3. PARKS & RECREATION DEPARTMENT STAFF REPORTS November 18, 2020 Administration Division Director’s Report: STEVE SIDDOWAY (Please note, a verbal report will be provided at the November 18, 2020 MPR Commission Meeting.) Pathways Project Manager’s Report: KIM WARREN 1. James Court – East of Meridian Road across from Bud Porter Pathway - Construction is complete on this pathway segment. Some additional work has been requested from the contractor for transitions to existing pathway segments at either end of the project. The Meridian Road widening (ACHD project) is complete and the signaled pedestrian crossing has been restored across Meridian Road to the Bud Porter Pathway. 2. Fairview Avenue Connection – Five Mile Pathway – The bid was awarded to BriCon Construction in early October. Work to relocate power poles out of the Page 32 Item 10. We are still waiting on the communications infrastructure relocation. Staff attended a pre-construction meeting with the contractor and Crystal Campbell to review special requirements for this CCDC-funded project. Staff also contacted/met with adjacent property owners to discuss the project, address any concerns, and make plans to ensure that there are no interruptions to site access or services that would interfere with their daily operations. BriCon has been issued a formal notice to proceed. 3. South Slough – East of Locust Grove, South of Ustick - Nampa & Meridian Irrigation District, after reviewing completed CDs, concluded they were not able to provide labor to pipe the Finch Lateral as part of this project. It was decided to bid the project, though staff did not believe the full scope of work could be afforded without the help of NMID. Bids came in prohibitively high. In response, scope of work has been abbreviated to include piping and pathway along a small portion of the lateral extending North from Kamay Drive to the new Verado Subdivision Pathway. This will connect Chamberlain Estates to the new pathway, in accordance with NMID requirements for pathways along laterals. The City still holds an easement through the remaining portion of the common lot (and out to Locust Grove Road). We will hold the completed plans until such time as NMID might be able to do this work, or other funding opportunity makes feasible completion of the second pathway segment. 4. Local Rail With Trail -Staff hired a property/real estate consultant to dig deeper into easement details for the western half of the Rail With Trail alignment. His work revealed that one of the easements we are seeking had been dedicated to the City several years ago. We now need only two easements to complete the western portion of this pathway run. On the east end, near 3rd Street, we are still waiting on FOCAF to be free of their bond (in 2022) so that we can make the previously discussed land trade which will enable us to begin construction of this project. 5. Whitestone Pedestrian Bridge Across Ten Mile Creek (SE of Franklin and Linder) - All legal documents were prepared and processed in order to accept the bridge from the developer and add it to the Master Pathway Agreement with NMID. Staff met with resident property owners adjacent to the new pathway to discuss the project details, timing, potential impacts, etc. We worked with residents and the Whitestone HOA to choose a fencing material for the pathway. Fence has been ordered but had a long lead time. We expect that materials will be delivered any day, after which the bridge placement and pathway project may begin. 6. Ten Mile Trailhub - The parking lot portion of this project is complete, as is the pedestrian portion of the new Ten Mile bridge, including the signaled pedestrian crossing of Ten Mile Road. Construction plans for the City’s portion of the Trailhub amenities are 100% complete. The landscape and irrigation contractor is also on board, but that work will not be able to occur until the construction window opens again next spring. 7. Pathway Design Consultants - Staff solicited Statements of Qualification from Pathway Design Consultants and chose three firms for placement on a City Design Services Roster for future pathway projects. Under direction from Mayor Simison, staff had previously identified a list of 14 strategic pathway segments to enhance connectivity throughout the system. These projects have been distributed among the three consultant teams. Staff met with each team in late October to introduce the pathway connection projects and is now awaiting scopes of work and fee proposals. Once the scope and fee for each project has been refined, we will create task orders and begin conceptual design work for each pathway project, including procurement of easements, before looking to construct in 2022 – or sooner, if conditions allow. 8. Ongoing Meetings and Other Duties - Including Pathways review of incoming development applications and issuing conditions for development. City Arborist’s Report: MATTHEW PERKINS 1. Christmas Tree – The tree has successfully been harvested from a home site and transported to Generations Plaza where it is currently being adorned with lights and decorations for the holidays. The landscape where the tree was taken from has had the stump removed/ground out, cleaned up, regraded, and sodded over. 2. Tree City USA & Growth Award - Applications have been started and will be completed and submitted with budget documentation, etc. 3. Contract Tree Work – I have been working hard on building the work orders for all of the tree-pruning work that will be conducted this fiscal year. Thirteen (13) more trees are being replanted in various parks. 4. Urban Forest Management Plan – I have turned my attention back to creating the Meridian City Urban Forest Management Plan, which will layout and inform the goals for the future of all the trees in Meridian city parks and properties, including the newly acquired Lakeview Golf Course property. Field/Event Scheduling – I have been and will continue to work with Skyler Cook and Maggie Combs on field scheduling this year. The primary contact for those reserving fields will be going to Skyler. All 2021 field applications are out and are due on November 15. Once all applications are in, Skyler and I will input them into the computer. We will continue to work with CDH in regards to gathering sizes and Covid-19 protocols. 2. AR Reports – With the help of Vicki Wagner and Jeannette Sanchez, I have reached out to all organizations that have not paid their reservation fees and/or those that have cancelled this year to reschedule for next. This list continues to get smaller as we are contacting via email or phone call. 3. Community Center RFP – I have attended weekly and by-weekly meetings in regards to the Community Center RFP. Progress is slow but seems to be gaining momentum. We hope to begin the design phase soon. The one hurdle we have now is moving the lateral. There are several options still being explored. The lateral needs to be moved this winter or early spring considering there is no water in the lines. We are also monitoring the number of parking stalls for the community center and their locations. 4. Meridian Youth Baseball Agreements – I have been trying to get in touch with MYB in regards to the Fuller Park agreement as well as the Settler Field agreements. I sent them the final adjustments that I have and am still waiting for response. 5. Covid-19 Protocols – Shelter and field reservations are done for the 2020 seasons, but we are still working with CDH on protocols for our community education classes and community engagement activities to assure the community stays safe. 6. Kleiner Park and Fuller Park Concessionaires - I have been working with Purchasing and Legal in regards to the Fuller Park and Kleiner Park RFP. We hope to have the RFPs posted by the end of November or sooner. 7. Main Street Market Contract – I am working with Legal to get a new contract for the Main Street Market in 2021. A draft has been submitted, and we hope to have this finalized by early December or sooner. Homecourt Facility Manager’s Report: JAKE GARRO Page 35 Item 10. Community Athletic Group Practices – I am scheduling local community athletic groups for basketball and volleyball practices that will take place in our facility during the months of December and January. 2. Meridian Homecourt Pickleball Play – Our scheduling process for open play pickleball has been well received by our pickleball players. As the weather is changing, we are seeing increased numbers. The first two play-period timeslots (7:00 AM – 9:30 PM & 10:00 AM – 12:30 PM) are nearing capacity each day. 3. Meridian Homecourt Staff – We have lost one of our part-time staff to a full-time position. We are currently searching to hire our 6th part-time staff. 4. Holiday Classic Volleyball & Pickleball Tournaments – Holiday Classic Volleyball & Pickleball Tournaments were held at our facility on November 6 and 7. These tournaments are fundraising events for Meridian Head-Start. 5. Exterior Doors – Our Facilities Department has adjusted our doors on the exterior of the facility to ensure they close correctly and in a safe manner. Recreation Coordinators’ Report: RENEE WHITE This year we will offer a colorful variety of activities that are no, or extremely low, person-to-person contact to replace our typical fall/winter events. 1. Fall for Meridian – Door Decorating Contest - We are sponsoring a decorating contest to encourage residents to ‘zhoosh’ up their neighborhood with festive fall decorations. We are offering one first place prize in three different categories: Most Elegant, Most Playful, and Best Halloween Theme. Photos were sent in via email through Friday, October 23 with the winners announced on Friday, October 30. Thanks to Jo Greer and Dom Gelsomino for agreeing to help judge the contest. I would like to continue this contest next year and grow it. 2. Scavenger Hunt - We created a fun scavenger hunt to get young kids outside and make observations about their neighborhood. We asked them to find fall items, spot Halloween decorations, and do a few fun activities. Those who participated were entered into a drawing for a $50 pizza party package in the form of an Idaho Pizza Company gift card. Results: We had 15 entries for our first ever Fall for Meridian Scavenger Hunt. Comments from those who participated:  “Hi Renee!! Thank you so much!! That was a lot of fun to do as a family. Thanks for getting us out to play! “  “Here is Chloe’s completed scavenger hunt. She had a blast finding Halloween items and doing Halloween tasks. Thanks!”  “My daughter (Keira) and I completed the scavenger hunt! Attached is our checked off copy. This was fun so thank you for putting this together :) ”  “To Whom it May Concern, I really wanted to take a walk on Harrison Boulevard and enjoy the fall colors beautiful homes and Halloween spirit! I convinced my 10-year-old son, Tommy, to come with me when I told him about the scavenger hunt and the posing winning a pizza party! It was a win-win for both of us. This was an easy way to encourage families to get outside. I would like to continue this activity in 2021. 3. Winterland – In a Bag - Collaborating with local businesses, we are creating a grab bag of holiday crafts and activities to offer some holiday festiveness for families to do at home. This activity replaces our popular Children’s Winterland Festival. We will make 500 bags to hand out at the Meridian Community Center – for free. Sparklight has stepped up to offer drawstring bags, and All-American Insurance has stepped up to sponsor the activity. We are accepting individually packaged crafts from local organizations. 4. Zoom with Santa - We are creating an opportunity for kids to meet face-to-face with Santa – virtually in our Zoom with Santa program. We will decorate the video lab in City Hall for a backdrop and offer kids 3 minutes to share their wish list with Santa at no cost for the families. 5. Letters from Santa - The mailbox that delivers letters straight to Santa will once again be set up in front of City Hall. We’ve made some adjustments to the backside operations to replace the typical volunteer staff who help us send the replies. We typically get around 1,000 letters, with nearly 400 coming from the Winterland event. So, we are only expecting 600 or so this year. The recreation staff are all pitching in to make sure this program runs smoothly. Additionally, Meridian Parks & Recreation Christmas Committee is partnering with these organizations for Christmas In Meridian. 6. Ornament Drop – The Meridian Arts Commission has stepped up to offer one more no-contact activity for Christmas in Meridian. This is modeled after the successful art drop – with a holiday twist. 7. Downtown Decorating – The Downtown Meridian Association is once again producing their decorating contest. Voting for the People’s Choice is offered as a downloadable app. For these, and other Christmas in Meridian Activities visit: Christmasinmeridian.org JENNA FLETCHER 1. 2021 Winter Activity Guide – First edits of the 2021 Winter/Spring Activity Guide have gone out to instructors to look over. Shelly Houston has been working hard reformatting the guide into an 8 x 11 size. The Guide will be released on December 8, and registration will open on December 10. Winter/spring classes will run December 21 – May 30. 2. Fall Classes – Fall classes are up and running. Numbers are looking great. MAGGIE COMBS 1. 2020 Fall Leagues –Fall Volleyball League play is currently underway and is planning to finish up in December. This season we are playing in the local schools. 2. 2020 Winter Leagues – Registration is currently open for Winter Volleyball and closes in December. 3. 2020 Holiday Classic - The Holiday Classic Volleyball Tournament played on November 7th at the Homecourt. The tournament raised funds to buy Christmas gifts for the children at the Meridian Head-Start Program. This year the tournament was sponsored by Sparklight. With their help, team fees, and raffle funds, we have raised $5,568.16! Volunteer Program Coordinator’s Report: CHELSEA CANTRELL (Please note, a verbal report will be provided at the November 18, 2020 MPR Commission Meeting.) Recreation Coordinator 1 (Sports) Report: SKYLER COOK 1. Flag Football League – The Fall Flag Football league will conclude on November 24th. 2. Halloween Disc Golf Tournament – The Halloween Disc Golf Tournament was a big success. Thirty-six players played 18-holes at Kleiner Memorial Park. We will make this a yearly event. 3. Holiday Classic Cornhole Tournament – Ten teams registered for the first Holiday Classic Cornhole Tournament at the Meridian Homecourt. We will make this a yearly event. 4. Winter Basketball League – The registration deadline for Winter Basketball is Wednesday, November 18th by 5:00 p.m. for 8-week regular season plus playoffs. Regular season play will begin the week of December 7th. 5. Priority field space scheduling will take place after the deadline. Arts & Culture Coordinator’s Report: AUDREY BELNAP 1. Arts Commission  The Initial Point Gallery Subcommittee is exploring new marketing avenues to let the public know that the Gallery is still open and welcoming visitors. The Gallery is currently exhibiting a top-notch show featuring the artwork of the Pastel Society of the West Coast and the work of Melissa Reche’ of Fusions Glass Studio.  The Events & Outreach Subcommittee is planning on doing an Ornament Drop this December- a holiday themed spinoff of our annual Art Drop. The Subcommittee is also discussing with Renee White other opportunities where the Arts Commission can participate or contribute to City Events.  We are currently accepting applications from muralists for the Meridian Mural Series. The deadline for artists is December 7.  The Public Art Subcommittee established their goals for the new Public Art Plan and is looking into public art consultants or facilitators to assist in the creation of the Plan. 2. Historic Preservation Commission  Hull Film finished the virtual tours of the Meridian Speedway and City Hall. Finishing touches are being added and the site will be fully completed by the end of the month.  TAG Historical Research is wrapping up their final report of the intensive historical survey of the Meridian Speedway. The Commission will be presented with the research in the beginning of December. Page 41 Item 10.
