I have several concerns with the proposed development on Pine and Ten Mile - Foxcroft Subdivision H-2020-0113.
1. I am against turning Pine into a through street at this time for several reasons.
a. It is currently a "race track." People already drive too fast on this short stretch of Pine to Black Cat. Making it a
through street will have HUGE impacts on traffic. It will turn our quiet neighborhood into a busy street with houses
loaded with kids around it. There should be a traffic study and decreased speed limits IF this road goes through.
b. The increased number of houses/occupants/visitors/drivers that may try to access Black Cat through Pine will make
turning onto Black Cat increasingly difficult. It is already difficult at peak times of day and often throughout the day as
well. If you get caught behind a bus, the traffic is backed up from Compass Charter School to Cherry and beyond. The
traffic is so bad, parents opt to pick their kids up on Pine and Black Cat instead of driving the extra 2 minutes to the
school to get their kids. (Which also adds to the bad traffic on Pine at the school dismissal times especially.)
c. The changes on Pine will have negative impacts on the general quality of life for those living in the subdivisions near
Pine (Chesterfield 1, 2, Castlebrook, etc), and those along El Gato. People will use El Gato, a small, sleepy road, as a cut
through when it is a much smaller roadway and would need further development to appropriately handle the increased
traffic.
2. The current plans for development offer no traffic or pedestrian light on Pine (at the new bridge to be installed over
the irrigation canal). The current neighboring subdivisions are loaded with kids and a through street will make Pine very
busy and unsafe for them to cross to get to the school - Chaparral Elementary. The developer's representative who
shared the plans with the neighbors, said that WE could petition Safe Schools to fund a pedestrian light to provide safe
passage to school for the children. This should already be part of the development plan. It is irresponsible to not plan
for the safe passage to the school for children.
3. This development plans to develop the Nampa Water District irrigation access along the West side of the canal as a
future walking path, behind the houses of Chesterfield 2. This new development will be built by the same developer
who built Chesterfield 2 subdivision. Why didn't they complete this project with that walking path instead of trying to
tie it into a new project? This developer seems to leave things unfinished. Looking at the development plans the walking
path jogs across a weird bridge for a private resident at the dead end of the road, and then along existing property lines
when it should put the path along the development it is building and provide adequate pedestrian crossing at the
intersection at Pine and the walking path along the canal. The development PR person stands behind the fact that that
is where the Nampa Water District wants the path built, but it doesn't make sense. It would be substantially easier to
develop the walking path along the East side of the canal where they are doing all the new construction.
4. The current designation for a parcel of land is designated as MEDIUM density. This proposal is to change that
designation for High density. The Future Land Use Plan was proposed and voted on by the residents. It is disrespectful
of the current residents to go against the APPROVED Future Land Use Plan. Putting more people in this small area off
Ten Mile also leads to a decreased quality of life by current residents as there will be many more occupants, cars, etc for
this area making it more busy, congested, noisy (with the traffic, etc) and overall faster pace (speeding down Pine.)
