Iour attention rs inrited to Title 39, Cha.pLer 2f Idaho Code, coniacnJ.y refered to as theState Pluinbi.ng Code. A complete copy of the La.ri ,nd tile standards has previously been
directed to your building inspection officials, or to your clerk.
This law does not a.lply jn al.l detail to incorporated cities and villages having rrini.rm:ro
standards and enforcement by ordinances ?onsidered to be the equivalent of the standards
and procedure prescribed in the State lar,r. A fer.r cities in the Stale nclv undoubtedly
qualify fo:: exen_ction under that prcvision. A substantial- nutrber of tcr,ns and cities do
not, either because of a conplete lack of a pluobing code, or because an existi-rlg code
rnay not be adequate cr pl.operly enforced.
The adoption of an ordj-nance iiith n-i.ni-nuir standards equival.ent to State standards r.ou1d
present no parLicular diffj-cu1ty for any tor.rn or city. But tc be effective it nust be
enforced, tlainly b;' neans cf conpetent inspection. Providing adequate inspection r"rith
respect to cofipetent personnel and the cost invol-ved night well be a probJ-em and a burdeD
to many mrnicipallties.
The State Piunbing tsaard irL.Lends to have a staff of inspectors in the field in the nearfuture. Indirridual lnspeetors, thcroughiy qualified, viII be assigned pernanently to not
less than si:< locations in th: Sta.te, or nore if necessary to provide complete coverage.
This assj-gnr:rent of inspectcrs is the nexb st e.! in the procedure of effectuating the
purpose and intent of the l-ar*.
The nain purpose of this letter. is tc present to you an offer by the State Pluobi:lg Board
to assume inspection duties for you rdthi-n your city }imits on a cooperative basis. The
