Dear Mayor Storey:
Idaho Natural Gas Company has been granted a franchise
by the Idaho Public Utilitles Conmission for the construction
and operation of gas distribution systems in certain countiesin Southern fdaho, subject, of course, to obtaining franehisesin the individual clties in which serviee is proposed.
This letter is to inform you of our plans for gas ser-vice in and around your city and of our desire to obtain sucha franchise. We have been working with Mr. Robertson Smith,
Executj"ve Director of the Municipal League, in the developnentof a franchise agreement. We believe we have arrived at the
terms and conditions that w111 serve the best i.nterests of
Meridlan and our company and are enclosing a copy for your
consideration.
You will note that we have omitted any specific refer-
ence to rates, safety and other rules and regulations over
which the PubIic Utilities Commisslon by Iaw has jurisdiction.
Although we have not subnitted a sPecific tariff to the
Utillties Conmission for their approval, we are deflnitely
commltted to certain proposed uoaximun rates, which nust. be
filed and approved by-thb Commission at leait sixty (60) days
before the cbmmencemlnt of servlce. A1so, the Commission staff
has a very comprehensive set of rules and regulations concerning
safety and service under which we must operate. For these

the franchlse agreemenl wbufa be of no value and could easily
lead to confusion.
We have been informed by the Pacific Northwest Pipeline
Cornpany that we may contract for the quantities of gas e^sti-
*uila t,o be requirld at each purchase -point as soon as franchlses
are obtained. Also, that they plan to have the supply 1lne
conpleted through most of the state by the end of t,his year.In order that we may be assured of a gas supply for your city
and inasmuch as gas service is proposed in some 31 clties in
Southern ldaho, it is importart that we proceed without un-
necessary delay tn the prellntnary requirenents of our programln order that vre may have the constructlon of the distributlon
systems conpleted by the tinle the supply line ts ready for thedellvery of gas.
We would like to arange for a meeting betw€€n you and
representatives of our Company for a discussion of our pJ.anfor a distribution systeru in and around Meridian. Ue believe
we have a plan for the most conprehensive coverage and at thelowest rates that ls possible to provlde. Vie aleo recognize
the deslrabllity of working together rtrlth you for the mutualbeneflt of Meridian and of ldaho Natural Gas Company.
