Dear Don:
This office has submitted a proJect application to the Office of Civil
Defense for sharing 50 per cent of the cost of the radio equipm.ent
requestaC by the police department.
New criteria for fiscal year t6l+ require that radio equipm.ent base
stations be installed in a fallout shelter with a protection factorof 100. A1so, that such equiprent have an auxiJ-iary-power engine
rdth a two-r+eeke supply of fuel.
!ir. John Hoffnan, at n1y request, did a protection factor survey on the
City ltall and found that the excavated area in thls bui.J.ding had too
naqy contri-buting exposures to be eligible as a shelter. As a resultof this requirement, and because the 0ffice of Civi.-L Defense does not
have flexible procedures that are easy to overcome, I nust regr.etfullyteII you that I see no opportunity at ttris ti.rne to encourage you further
that natching fund s ri1I be avaj-lable to either the City or the lieridian
Rura1 Fire Departraent for redio equipment.
