In rep\y to an inquiry fron the City C1erk, this proposal is subrnitted
for ar:dit of the books and records of the City of Meridian unde" the following
teros and conditions I
1. Period to be audited - Calendar Year 1963.
2. The audit wil1 be perforued in accordance tith larrs and regulations of
the State of Idaho as they applJ to Citles and to Certified Public Ac-
countants, and wil-I also be in accordance with the Uniforn Spedifi,ca-
tions for Audits of Cities and Vi1l-ages of the State of ldaho as adopted
by the Bureau of ?ublic Accounts, Decemtrer l, l9%, and tri11 include al-1
itans specifi€d ln the Minimum l.equirenents but ril1 not include the 0p-
tional Provisions.
3. Preliminary work on the audit rilI begin on or about December 15th. No
rork riIl be done in the month of Jam:ary 1951r because of the crorded
conditions at City I{a1I during this nonth. The audlt can probabLy be
eompleted in the month of Feb"uety 196L, and the repolt of audi-t subrnitted
by March 15th, l-96L.
L. The books and records of the Clty for the nonths January - Noveruber 1953
sha11 be c o{[p]-e ted, balanced, and prepared for audit at the Decenber 15thdate. The books and reconis for the nonth of D,ecenber sha1l be cornpleted,
balanced and prepared for audit at January 31, a96h.
5. The fee for performing the audit riIL be at the rate of $35.00 p€r day.-
It is estimated that the total fee will be about $350.00. If, however,
the books and records are not in order, errors are so nrlrerous as to
render the records unreliable, or defalcations are found, additional
tine would be required to perforn the audit and the fee nould be corres-
pondingly larger.6. ff the work is assigned to ne, I shal.l personally perform the audit,
assisted at tj-nes by a nember of ry staff. Uy qualifications include
Idaho C.P.A. certificate No. 263, dated August 25, \961, anci six years
of experience as a publie accountant.

conpleted our annual revlew.
The new life insurance rate based upon the ages of the
employees now insured wiLl be 5 r$1 000 per trDnth.
This is an ncrease o per $1,1000 over the rate nor,r being
charged. The increase is due simply to the fact that the
average over-a11 age of Lhe employees insured lhis year ls
a liLtle hlgher than lt was last year.
The accident and heai.th clalmE during Ehe firsE nine oonths
of, L963 have been qulte high. During this period we paid
clairs of $2,124.00 and received premiuns of onJ.y $L,483.00.
Hosever, since Ehe claim experience has been quite satlsfac-

Follolring 1s an outline consisting of a descriptj.on, regulations, and
rates for an fuergency Reportlng Telephone System. Ttris system is knovn as
Con@and Conference.
Command. Conference service is an aLar& system designed for use at acity with the population and. requi.rements of Merldlan. Ihe system provides a
flexible arrangement arhich enables a d.ispatcher, at tbe flre reportlng
locatj-on, to call a group of firemen at one tlme. The Comyn€rnd Conference
equipment ls located at the Telephone Cornpan;r office. Each conference unlt
lr1ll accomood.ate a na.xirnum of 21 telephones.
An indj-vldual ]ine or prj.vate line is required at tbe location of each
volunteer fireoan to be called. This line i.s connected to the ComEJxA
Conference unit at the Telephone Coq)any office, This connectlon iD no lrayvlll interfere rdth regular telephone use. The equipment is activated by
the d.ispatcher and will cause a rlnging on aLl telephones connected to the
conference unit whether they are in use or not. This 1s accompllshed by the
dlspatchex depresslng a ringlng key at his loca,tion.
In the foJ-loving paragraph the tern Subscriber 1s related to the
l,lerldia.n Fire Departnent.
The Subscriber releases, indemnlfies and holds harnless the
Telepbone Coryany from any and all 1oss, claims, d.enand.s
suits or other a,ction, or any liebili.ty whatsoever, whether
suffered, nad.e, instituted or asserted by the Subscriber or by
any other party or person, for any personal inju-lXr to or
death of any person or persons, or for any loss, darnage or
d.estruction of ary property, whether ovned. by the Subscriber
or others, caused or clained to hsve been caused directly or
indlrectly by the installation, operation, faj.lure to opera,te,
rnaintenanee, renoved, presence, cond.j.tj,on, Iocation or use
of equlpnent or facilitles assoclated w'ith this service.
The nonthly rates for this equlpment with one d.ispatcher located at
the uerid.ian City Hal]- would be $25.70. I.Iith an add.ltional disp&tcher for
nlght aaswering, Iocated as he is nov, the rate vould be $8.70. With the
add"j,tion of a circult to a1]o1I the ni.ght dlspatcher to sound. the siren fron
hls home locatlon, the cost would be an additlonal $4.00.
