Statement from the Idaho Board of Highway Directors to
the City of Meridian regarding proposed relocation of State
Highway 69, in and near the urban area of Meridian, to improve
future access to and egress from che Interstate Highway System.
This statement is for use at the public hearing "o b?EB : ,-l 1gE
held in the affected community, as required by Section 4o-l2l ,
Idaho Code, and Section 128, Title 23, United States Code.
I. OPENINC STATEMENT
The proposal of the Board of Highway Directors, as shown
on the map would involve the relocation and construction of
three-fourths of one mile of State Highway 69.
The proposed relocation of State Highway 59 would begin
at the lvleridian Interchange on Interstate Highway 80N, proceed
north and :light1y east to align i,rith East lst Street in
Meridian. This realignment of State Highway 69 would improve
two hazardous junctions: State Higt-rway 69 wiEh U.S. Highway 30
and U.S. Highway 30 with East lst SEreet.
II. HISTORICAL BACKGROUND

Existing State Highway 69 was consrructed in 1931-32.
During the ensuing years the road was paved to improve service
between l"leridian and Kuna, and to adjacent rural areas. Traffic
demands on State Highway 69 have not changed Cre axly in recent
years. However, due to its proposed function as a direct l

connection bethreen the InEerstate Highway and Merj.dian, this
section of State Highway 59 should experience greatly increased
use once the InterstaEe System is in fu1l operation.
III. PROPOSED CONSTRUCTION
As shown by the Exhibit, proposed relocation of this
portion of StaEe Highway 69 would improve its operati6o6lF[3 1 li 1963
qualities for the traveling public. The suggested alignment
would safely provide for continuous and rapid movement of
traffic by eliminating two hazardous right angle turns. It
is proposed to construct 0.75 miles of four-lane roadway at
a total estimated cost of $142,000. Curb and gutter would be
provided from the Dairy Show property north to the city limits.
Fu11 control of access would be provided along the re-
locaEed routing of State Highway 59 from the proposed Inter-
state Highr^ray interchange north to the Kuna Road approach. This
condition would allow no at-grade approaches to the highway.
Partial control of access would be provided from the Kuna
Road approach north to the vicinity of the Dairy Show grounds,
with access limited to selected public roads.
Private approach road connections, spaced tso expedite
orderly and safe access, would be permitted on the remaining
sector from the Dairy Show grounds to the junction of the
proposed route vrit.h Franklin Road. Criteria governing con-
struction of private connecting approaches are defined by the
State Highway Department standard approach policy.

IV. AEANLqNUENTS- RELOCATIONS, OR REPLACEMENTS AS DEFINED IN

The relocated portion of State Highway 69 would be
to the State High\,,ray System as shown in Figure 1.
The existing portion of St.ate Highway 69, from the
Interchange on fnterstate Highway BON, northward to its

Advisory relocation assistance will be available through
the Area Right-of-Llay Agent located at the ldaho Department of
Highways District Office, to families displaced by acquisition
or clearance of rights of way in accordance with Section 133,
Chapter 1, Title 23, United States Code - as amended by the
Federal Aid Highway Act of 1962.
VI. BENEFITS TO THE STATE AND DAMAGES TO THE COMMUNITY
Compared with possible improvement on its existing location, -
the proposed relocation of State l{ighway 69 would result in
savings in right of way costs and construction costs for the
State, and shorter travel distance plus safer operating conditionr

As mentioned previously, n er^, construction costs would
amount to an estimated $142,000. By coDtrast, to widen, recon-
scruct, and acquire additsional right of way for improvement of
existing State Highway 69 on its present locacion would cost
approximately $180,000. Fl8 l
The proposed relocation would benefit the traveting public
in the amount of $38,000 annually by reducing travel distance
by one-tenth of a mile.
The present hazardous junction of State Highway 59 with
U.S. Highway 30 at the South City Limits would be eliminated by
the relocation.
It is submitted that the City of luieridian would benefit
by this proposal through improved loca1 service and safety.
VII. CONCLUSIONS
After a thorough evaluaEion of all factors involved, the
Idaho Board of Highway Directors has concluded:
1. That State Hight'ay 69 be relocaEed as shown on
the exhibit, and that the section of the present
State Highway 69 between the Meridian Interchange
on InEerstate Highvray 80N and U.S. Highway 30 at
the Meridian South City Limits be removed from the
State Highway Sys tem.
