Since our ureeting of October 29 and trV letter of Novernber 5, it has
cone to rny attention that we or[tt ed discussing one important item in
connection n'ith the improvement of East lst Street through lieridian.
We have not ed in the past that there has been no effort to prevent
J-am irrigation wat er from draining onto the hi ghway and that this has
contribut ed in a large degree to the unsatisfactory condition of the
highway.
It nay be that the constnrction of curbing will help to a considerable
degee but we do not feel that it wil-1 complet e1y solve the problem. Before
we construct the proposed i.:irprovement s, we voul-d l-ike to have assurance fron
the city that positive action nill- be taken to prevent irrigation ater
from draining onto the hi ghway in the future.

as to the action the city will take. If we have any inforrnation which

of the City Council and interested citizens of October 29. For your
infonrration, I wish to l-ist the follov"ing itens which were discussed:

By use of a large scale draw'ing, we described the proposed re-
location of State Hi ghuay 5t, which wiIL serve as the connection
between Meridian and the fnterstate Highway. The proposal eonsists
of apprcxi-nat ely 3/l+ of a mLle of new lri ghvray to be built between
the intersection of First Street ard Cottonwood Avenue in Meridian
and the interchange on the lnterstate Hi ghmy located on erLlsting
State lli ghway 59. It is planned to begin construction during 1!6J.
The proposal consists of a four-lane, mediandivided highway with the
following type of access control:

roads or streets. Irie point ed out that this woul-d per]dt a
street approach on the east side opposite the connection to
the ocisting S.H. 59 and a possi.ble street intersection located
about half flay b etween that point and the Dairy Show gror:nds.

There was considerabfe discussion concerning the probl-em rhich rri11
be created by the hi ghway sevec.ing the Dairy Show property from its parking
area. Discussion brought out the fact that the Dairy Show properLy is
uged for weekly auto racing approxirat e1y live or slx rnonths during the
year and that some four to five thousand people reglrlarly attend th-is
event. If the area west of the new hi ghway continues to be used for
pa.rking, pedestrian traffic crossing the highway will create a problem.It was agreed that special attentj.on would be required and that it 'rillprobably be necessary to make use of such aids as pedestrian crossualks,signing, J-i5hting, and uniforred officer control as reo,qired. It wasalso pointed out that traffic si gnals probabl-y could not be warrantedbut that should warrants develop in the future, signals could be in-sta11ed. It was al-so brought out that it rni ght be advisable to relocate
the parking area utilizj-ng land lying souLh or east of the Dai.ry Show
grounds.
We advi sed that a public hearing will be held in the near future
and requested that the City Councll review the proposal at its next
rneeting and adrise the Departnent of Highways by letter as to nhether
the proposal rneets with the approval- of the City.
IMPRO\TEIIMNT OF U.S. 30 ON FIRST STRIE
We described an improvement to first Street wtrich wou-l-d be con-
structed to coincide with the conpletlon of the connection to the Inter-
state Eighway. The proposed work rould include construction of asphalt
curbs, on line with erristing curbing, in those areas where curbing does
not now ocist; placing additional- base nat erial and pavin€l between the
curb and the o<i.sting pavenent. We adwised that draj.nage woul-d be
taken care of as r equired and that we would work with the Cityts 66n-
sulting Engineer in this respect.
