Until very recent.J-y, fdaho was predoninantly agricultural. As
such, many hundreds of ttrousands of dollars were and stifl are being
spent in researckr, development, studies and education in this area.
The trends toward urbanization and industriafization are creating
growth problems in urban areas to which more research, study and
planning must be given. There rnust be some centrsl agency to coor-dinate and assemble this information, and it is felt that the Uni-
versity of Idaho can best do this.
We will work with the University of fdaho and suggest thatthis be one item ln their appropriation bill.
RESOLUTION N0. 3r as presented at the Convention: Repeal ofSection 2l-l+O2, which denies to cities of the first class authorityto enter into cooperative agreements with other cities and countiesin the construction, improvernent, naintenance and repair of airports,

assigned the responsibility of collecting all property taxes levied

cities should have the same consideration. (A large portion of
county taxes come from the cities, and very few county services are
availabfe to the cities. )

highlvay usersr tax. The present formula returns to counties lOfof the amount collected within the county, Nine per cent of this
is apportloned to cities on a population-basis, actually 2,7% of
the total-. Seventy per cent of these funds are retained by theState. This forrnula has been in existence for approxinately ten

Dear Sirs:
Our offlce has made a study of the inllltratlon into the sewer lnterceptor
in the alley between Carlton and State as 1t runs from Merldlan Street to 4th
Street, thence up 4th Street to the alley between Idaho and Broadway. We also
made a study of the ]lnes ln the alleys ftom thls lnterceptor between Broadway
and Idaho, Idaho and Plne, and Plne and State.
This study was carrled on ln conjunctlon wlth Orville Vlncent and his staff
between Aprl] and August 1962. In fact, the sewers are stlll belng studled
untll the ground water recedes.
Thls study reveals that the lnterceptor between the manhole at alley and 4th
and the manhole at alley between Broadway and Idaho has considerable lnfiltratlon
as well as the lateral 1n each of the alleys feeding into the lnterceptor . Upon
roddlng the Ilnes out thls spring, sections of vetrlfled clay plpe were found between
manholes tn alley between Plne and State, and Idaho and Pine, lndicatlng a broken
pipe .
Referrlng to the attached drawlng, it is recommended that the entlre sewer
system west of the al]ey between Carlton and State be replaced. Below 1s an est-
lmated cost of performing thls work:
