The role of a general plan is to anticipate the futtrre. The anticipation
of the future is the hope for tomorrow. lhe guality, perhaps even the existence
of tomoffow, depends on what is done today. As the above quotation from the
Rubaiyet of Omar Khayam points out, the decisions that are made today are very
important and permanent"
There is no point in establishing commr:nity goals which are easiLy attained
because they require no committnent. Nothing short of fu1l dedicated commitbnen i
can bring about solutions to the problems of urban spra$rl: high taxes, urban
blightr air and wate! polrution, traffic congestion, the destruction of irreplace
able farmland. Nothing short of fu}1 committment can reverse the tends of
man-caused destruction and waste of our resources; polluting our rivers and
fouling our aj-r.

recommended by the Ada Devel0pment council to its member agencies and to the

RURAL POLICTES
1 To avoLd premature curtailment of agricultural production, portions of
urban areas which cannot be provided with central water and sewer facili-
ties should not be developed for intensive residential, cornmercial or in-
dustrial purposes until central facilities can be provided.
2" Subdivision of land outside the identified urban areas for other than
true agricultural pursults should be discouraged.
3. Land reserved for agricultural purposes should recei.ve beneficial property
tax treaunent to assist the voluntary expansion and combinatlon of farms
into economic r:ni-ts "
4" A visual and physlcal separation of urban areas should be mai,ntalned to
preserve corununj-ty identity"

URBAN POLICIES

to bring about a more efficlent use of land wlthout resulting in ove:_

2. Urban areas should develop in an orderly manner not only in terms of, the
locatlon of various land uses and facilities, but also in regard to the
rate of growth in all directions from the core area.
3. A mi-xture of hor.rsing types should be developed to create balanced residen-
tial neighborhoods "

URBAN POLICTES
1" The centraL business districts of the separate urban areas should be !e-
cognized as the commercial, soc1a1, and civic centers of the corununities
and emphasis placed on their preservation and upgrading.
2. Cornmercial centers should be designed to provlde a pleasing envlrorunent for
shoppers as well as belng compatlble neighbors to adjoining land uses.
Adequate buffering should be provided in those areas next to resldentlal

3. Residents of the urban areas should be provided with convenient, attractive
neighborhood shopping centers "

space, residential. and industrial uses are not consi,dered compatible within
neighborhood commercial areas.
5" Nelghborhood commerciar- areas shourd be rocated on major streets with a
service radl.us of one-half mile to one mile.
6" Neighborhood and corununity shopping centers shaIl be planned and deveroped
as architectural r:nits with permanent parking areas rather than as assenblagesof miscellaneous stores and shops.
Commercial centers may be located where tlro or more nelghborhoods adjoin,or wlthin neighborhoods if deslgned as a total unit.

points of ingress and egress through cuts in vertical orrbs and gutters.
These curb cuts should be no less than 150 feet from major street inter-
sections"
URBAN POLICIES
Industrlal
I Availab1e space for industry should be slightly more than the demonstrated
demand and need to assure an adequate supply of industrial sites.

2" Generally, industrial sites should be located on large level properties
wlth ready access to major transportation and utility systerns"
3. Productlve agrlcultural land should not be developed for industrlal purposes
in view of the vast areas of desert land which meet the locational criterla
above "
4. Industrial areas which might be located withln or adjoining residential
areas should be carefully deslgned to avoid adverse effects to nearby
ov:nerships. Thls deslgn should apply both to the types of industrial uses
allowed in the area and the physical and aesthetic appearance of sites"
Land uses other than industriaL or industrial related uses should generally
be prohiblted from industrial areas" Exceptions might be restaulants,
banks, post offices, offices, supply houses and other special convenience
uses.
6" Extractive industries shouLd be permitted to utllize needed mlnerals or
buildj,ng materials in areas where they are known to exist where this
practice will not adversely effect existing development. Areas should be
allocated on the Land Use plan which are J.arge enough to fu1flll the
anticipated demands for at least 50 years" As a working site is depleted,
the slte shourd be rehabirltated for another use. rn the case of materiars
processlng pits along the river, they could become a part of a Greenbelt
running the length of the river through the urban area.

Performance standards
A]1 tlpes of land use should be reguired to be developed according to
reasonable performance standards to assure the best possible development"
2 In developing areas the complete range of urban facilities should be
installed at the time of development: central waterl central sewers;
underground power, gas, telephonel conduj,t for future fire alarm and traffic
control systems; paved streets with concrete curbs, gutters and sidewalks
where needed; neighborhood park and school sites alI done according to a
plan for the overall area"
3" In areas where utilities are not available or are inadequate, plans and
prlorlty systerns for improv5,ng or adding to existing utilities should
be promulgated by the appropriate rmb1ic or private agencies. These plans
and priorities should have as a goal completeLy pollution free systems,
regardless of thej-r location.
4" Where pollution sources now exist, all possible steps should be taken to
coffect suctl conditlons "
AII utility bulldings and structures should be designed to fit in with
existing and potential surroundings.
r" Public agencies shourd regulate themserves as welL as private developers
by adopting attainable goals and reasonable standards to reach the goals.
2. A regional capital l-mprovements program should be compiled, adopted and
followed, trith annual revisions, so that the public could be aware of
and antici'pate major public expenditures. Additi.onalry, cooperation between
public agencles would be aided and economic benefits wouLd resuLt from
coordinated or joint contract awardings"
4. A strip of tand should be reserved in perpetuity along the banks of the
Boise River for public access and enj oyment" Generally, the strip should be
a minimum of 100 feet wide. Howeverr in cases of severe difficulty or cost
a narrower strip would suffice to connect areas of greater width. To
lessen the public costs of the Greenbelt, it should be made an integral
part of private deveropment lf possible. The limits of the standard
Project Flood plaln as defined by the U.S. Corps of Engineers should be
establlshed as the bcundaries of the future Greenbelt wherever possible.
Public Facilities
3" Publlc buildings and operation centers should be subject to the same loca-
tional and design criteria as their counterparts in private enterprise.
