It ls our mutual understanding that an examinatlon of the financiaL Btatements of
the City of Merid ian from the perlod January 1, 1970, to December 31, 1970 wilL be
perfomed by Yorgason and Smlth.
The examinatlon shall begin on or about January 4, L97L, and wiLl be completed on
or before Febtuary 28, L97L, tr,ith the exception that in the event the examination
reveals that extended procedures are necessary, eufficient time will be allowed
the auditors to complete the examination.
The scope of the exaninatlon will be perforrred in accordance with general.ly accepted
auditing standards.
The engagement will be undertaken at the regular per dieru rates and it ie estinated
that the total fee shal1 not exceed $ 900.00. Upon any indication that the fee shall
exceed this amount the City Council sha11 be imediately informed of that fact and
the reasons therefo!, in rrriting.
Agreement of this understanding shall be recorded in the mlnutes of the Council as
indicated hereunder by signatures of the chalrman end the Clerk of the Council.

Dear Mayor Storey:
l arn writing you this letter at the request o{ two of our local citizens,
Messrs. Ralph Brown and Delynn Heaps, whorn I have known personally
for the past I0 to Z0 years. They have indicated to rne that they are
proposing the developrnent of a large regional mall in your city sirnilar
to the project they arc developing with us in the city of Orem, Utah.
The geography of the city of Orern is similar to Meridian, in that it lies
adjacent to a large rnetropolitan area (Provo, Utah). Orern has been a
residential ar:ea with the prirnary retail facilities being supplied in Provo,
with Provo receiving the econornic benefits such as property tax and sales
tax. Orern has only had thc resldential property tax, plus the local
business 1/2f optional sales tax. The 1/2( sales tax brought Orern
$128,000 during 1!70. Provo received nearly $600,000.
It has long been our drearn to establish a rnodern retail cornplex in the
city of Orem. When the planned regional shopping center was announced,
Provo, knowing the economic value to the city of such a project, worked
feverishly to attract the rnain departrnent stores, ZCMI and J. C. Penneys,
into a downtown Frovo location, and did rnany other things to discourage
the developrnent. You rnay also have similar experiences because of
your nearness to Boise. We feel the economic benefits to be derived wlll
be trernendous. May I sirnply list for you a {ew which Orern expects to
derive frorn the cornrnercial cornplex planned here.

which is required to service residential areas. ResidentiaL shopping
centers require a rninirmrrn use o{ water and sewagc facilities. There
is no arterial servicing on the part of the city because the shopping center
is located on private land and they service their own area.
Other benefits corrring to the city and its people frorn this complex
will be a larger tax base. With this additional tax revenue, many of our
goals in the city such as i.e. parks, recreation areas, etc., can be realized.
Ralph and DeLynn have given me a sneak preview of their plans. I
congratulate you and the city o{ Meridian {or being in a location to attract
such a developrnent. You can be assured they w,ouldntt come to your area
unless the rnarket potential was there. You are in a favorable position to
provide {or your citizens the services they have been driving rnany rniles
to get.
