Some of Ehe areas outlined have been discussed with the City Clerk during the course of our audit. [,Ie are arrare that some of lhe areas discussed are presently being improved. We aLso realize thaE some of rhe problems mentioned are not currently problems but will become problems in the future. CASH DISBURSEMENTS AND RECEIPTq i During the course of our audit we discovered thaE in many instances four different sets of records were being used to record a single cash disbursemenE or receipt. l,re recommended the use of a single journal !o record disbursements and a single journal to record receipts of the general account to the City Clerk. This sysEem is now being used. PROPERTY AND -EqUIPMENT : we were unable to express any opinion on the values of Ehe property and equipmenE accounts in the financial statements. Apparently, the detailed records maintained by the City Clerk were not reconciled to lhe figures shown in the financial statements for quite some time. We spent a considerable amount of time trying to reconcile these amounts rri thout significant success. We recommend thaE an inventory of the Cityrs fixed assets be takeo. An appraisal firm should be engaged to Eake Ehis inventory and establish estimated cost at date of acquisiEion and current replacement cost. We also recommend that the departmenE heads (Chief of Police, Water Works, etc.) be responsible for maintaining the detailed records on Ehe assets they control, Use of replacement cost r"rill aid the City in acquiring adequate insurance protection in the event of a loss. The Honorable Mayor and Members of Ehe Meridian City Council May 11, 197 0 Page Two UTILITY BU,LS: Preparation of utility bi1ls by your present staff is requiring addiEional Eime with each billing period. We would recommend the City acquire a machine to prepare these biLlings. The use of a machine should provide more accuracy and speed with no increase in personnel. We will be more than happy Eo ansl,er any questions you may have or render any assistance necessary in Ehe implementation of our recom- mendations.
