District Engi nee r BOISE, IDAHO A37O7 Dear Mayor Storey:8 April 19 69 The Federal Aid Highway Act of 1968 requires that the U.S. Bureau of hrblic Roads conduct a study of all roads and streets of the entire country and classify those facilaties according to the type of service which they provide. This study is to be done in cooperation with the various State Highway Departments and repre- sentatives of local units of goverrunent. It is the intent of the Department of Highways to consult with local officials to the maximum extent possible in the conduct of this study. In light of the pres- ently specified completion date of October I, 1969, it is obviously impossible that we contact individually each of the nore than 3OO governmental agencies having juris- diction over roads or streets in Idaho. To assure maximurn contact with all governmental units involved, a series of regional meetings is proposed. You, or your representative, are urged to attend the one scheduled in this area for !:lO AM, l{ednesday, May 14, 1969, in Boise at the Boise Hotel , 802 Bannock . There will be a no host luncheon. This invitation is being extended specifically to you, but you may also wish to include members of local planning commissions or other advisory boards from your area of jurisdiction as a part of your delegation. This r^,iII be a preliminary meeting to explain the objectives of the study and to outline proposed procedures. Another neeting will be scheduled at a -later date to finalize the proposed classification of roads and streets to be submitted to the U.S. Bureau of Public Roads. It is vital that you be represented at these rneetings so that l.re may have the advantage of your advice and knowledge of local conditions. ft is also vital that at least one representative be designated who will be able to attend both this rpet- ing and the one to be scheduled later. This is an important survey because it seems probable that it will be the basis for further studies r.'hich could involve designation of roads which L'iII comprise the various road systems eligible for financing from Federal Aid Highway Trust Funds. Future methods which may be used in the distribution of those funds may also be in- volved "Very truly yours, 1b Encl osure Better Highways for a Better Id'aho Z//W4/-- AGENDA FUI,ICTIONAL CLASSIFICATION OF ROADS AND STREETS IN IDAHO (First Meeting ) Purpose of Functional Classification, and Organization to Accomplish Study Requi renents The Concept of Functional Classification in Serving Traffic Mobility and Land Access 3- The Hierarchy of Functional Systems Guidelines on Extent of Urban and Rural Functional Systems I 2 4 5 Procedures A- Urban B.
