Gentlemen:
Over the past several years, expansion of the central water system
and central sewer systeu for the Ci.ty of Meridian has been a subject of
discussion, The need for conslderatlon of such expansion has been brought
about by the necessity to provide for orderly residential, industrial,
commercial and recreational growth to the comounity.
During a recent discussion with Mayor Storey, he requested that I
submit an outline of Ehe procedure on how to develop such a program. The
basic steps that we recommend are as follorus:
l) Feasibility Analysis
2) Prelirninary Engineering Report
3) Financing
4) Construction
A brief explanation of each of these iteus, how they can be funded and
how the City may wish to proceed, is as follows:
Feasibility Analys is
Assuming that the City determines that there is a need for master
planning and extension of the water and sewer systems, this could be sub-
stantiated and documented in the forrn of a Feasibility Analysis by your
consulting engineer. This analysis would be a "broad brush" type outlining
the general needs, developing approximate project cost and alternate nethods
of finanelng. The cost of this phase of the program would need to be funded
as a budgetary item of the City and with the approaching new fiscal year,
consideration should be given to this matter in the budget.

and City Council would have the responsibility to determine if they wish to
proceed further in the master planning of their central sewer and water

facilities, If it is their decision to move ahead in this field, the next
logical step would be the authorization of an extended Preliminary Engineer-
ing Report. This report would develop the specific improvements that are
needed (both innediate and long range), deternine approximate sizes, flow
requirements, develop detail cost estimates, assign construction priority,
establish project financing requirenents, including the options of federal
funding programs that are or nay be available. The Preliminary Engineering
Report could be funded as a normal budgetary item of the City, but i,rlth the
demand for service placed on the City government, most cornmunities resort
to an interest free Advance Planning Loan from the Department of Housing
and Urban Development. This method of financlng would require the City to
repay the loan without interest charges at the time of construction, said
repa)ment to be in proportion to the auount of construction conpleted.
Should the City wish to obtain an Advance Planning Loan from the Department
of Housing and Urban Development, the completion of the necessary applica-
tj.on papers would be part of the Feasibility Analysis assigrunent.
Possible methods of financing will be outlined in the Preliminary
Engineering Report. Detalled finaneing will need to be deveLoped by 1egal
and fiscal consultants, as may be retained by the City as the project
develops.
I{rith the ever increasing demand for public assistance, the City r^rill
need to pursue all available avenues for possible funding of the needed
improvement s. These would include general obligation bonds, revenue bonds,
1ocal improvement district bonds, Farmers Hore Administration loans and
grants, cash participation by developers and industrial users, possible
HUD grants for sewer and water facilities, etc.
In any event the nethod of financing will include a requirement fora portion of loca1 support to be provided by bonds to be approved by thecitizens of Meridian.

When adequate financing has been approved the City would then be in aposition to authorize final design of the facilities, and on completionof the plans and specifications would be able to proceed with thl con_struction of the improvements.

Dear Mr. Storey:
This will- acknowledge and thank you for your
letter of ,fanuary 15, about information you have received
that Union Pacific is contemplating closing the Meridian
station.
Your concern is appreciated and I want to assure
you that full- consideration will- be given all phases of
this rnatter before any definite action is taken.
In the meantime, efforts are being made to
arrange for a meeting with the Meridian Chamber of Comnerce
so that Superintendent Bailey and fraffic Manager Kee
can meet with those who wish to talk with our people about
service, etc. Of course, alt shippers would be contacted
by our people for this purpose before any action woul-d be
taken.
