Reference is nade to our conversatlon re8ardln8 the Street SweePer
whlch was transferred from Merldtan School District ll2 to the City of
Merldlan by actlon of Office of CivlL Defense Form OCD 376, Regional
Control No. 67-Idaho 3825-1 and Idsho Surplus ProPerty Agency Invoice
No. 1667 dated 17 April 1967.
Ofle of the provisions for approval of transfer was that the equlp-
ment be maintained and operated to insure lts use and ava:labillty
durlng an emergency. I know that the Clty of Merldian has done an
excellent job on this plece of equipment.
Secondly, the personnel hrho wlll be deslgnated to operate thls
plece of equlpment mrst be tralned in radlologicaL monltoring and will
be asslgned the role as decontaminatlon specialists in emergency pLans
for your City. Records of supervlsed tralntng nust be nalntained.
A 16 hour course of instructlon in radlological monitorlng and
decontamination is being set up for your Clty. Thls course can be
presented at night so that maxlmum attendance rlay be expected.
l'{r. Larry Peck, Assistant Engineer, Clty of Bolse will be the instructor.
Night classes usually start at 7:00 p,m. and w111 run to 10:00 p.m.

since the Clty of Meridian ls served by Highway 30 and is near
the new Freeway, lt ls strongly recommended that trlre and Police
Department personnel attend thls course ln addltlon to your Clty
Publlc Works supervisors and personnel r{rho are charged with rnainten-
ance of the streets and roads. In addltlon to the threat of a nuclear
attack, there ls alrrays a posslblllty of a nuclear accident occuring
as nuclear materials are transported wlth a degree of frequency,

follows:
2-JO5:. INSPECTION REQUIRSIEITTS:. It shalt be the duty of the City Super-
intendeat "'or the State Insnector if t he City so chooses rt*to inspect or
cause to be lnspected any and all work for which penrlts have been icsued ulthjinforty-eight hours (Suadays and bolidays excluded) after time of notice, in
wri.ting by the per6on, firm I contractor or corporation doing the.said work, that
sarne is ready for inGpection, which witl not be considered ready for inspection
and coveri.ng until all enclosed plunblng, steam heating, furnace work aad gas
flttings are in p1ace. Inepection shal1, vhen necessary, be rnade two or three

quire to be nade the neceesary correcti-ons.
B. If the said City Superintendent shall fincl any part of any electric
light o! pouer wirlng; apparatus or fixtures in or on any buildirg in the City of
eridlan to have been installed without a pernit or not iD. accorda.txce w1th the
provisione of this chapter or to be dangerous to life or property, the City
Superintendent shal1 have the right and pouer and i-t is hereby made hi6 duty to
discoanect such Defectirre wirJ-ng and place a seal upon it. He sha1l at the saee
time give wrltten notice of such disconxection to the or"ner or occupant of the
buildiug. After such disconnected uirJ.ng, apparatus ' or fixtures have beeo put

These bulldings are a very deflnlte flre hazard because
they are of wooden constructlon tn a dllapldated condltlon
and unoccupled.

The accr.rmulatlon of manure in the buildlngs ls a deflnite health hazard
becauge lt will support the breedlng of f1led, emit noxlous odors and furnlsh
harborage for lnsects and rodents. These premises are a dlsgrace to the
cormuni-ty of Merldlan. Condemnatlon proceedings would be advised and the
bulldtngs demolished and debrls removed.
