wHERf,AS, Pursuant to Idaho code, 50-302, the city ofMeridian is required to make, and
may make, all such ordinances, byJaws, rules, regulations and resolutions not inconsistent with the
laws of tlle state of Idaho as may be expedient, in addition to the special powers in Title 50, Idaho
Code, granted, to maintain the peace, good government and welfare of the City and its trade,
commerce and industry; and
WHEREAS, Meridian City Code $ 8-7-l A provides that the City Council shall set fees for
use ofparks facilities; and
WEE11BA5, it is in the best interest of the City ofMeridian to establish reasonable fees for
the reservation ofPark facilities in the City ofMeridian to preserve the peace and tranquility ofthe
parks, prevent overcrowding ofthe facilities, to provide funds for the maintenance ofthe parks, and
to recoup some of the costs that the City incurs as a result of processing the applications for
reservatlon s.
NOW, THEREFORE, BE TT RESOLYED BY TEE MAYOR AND THE CITY
COUNCIL OT'THE CITY OF MERIDIAN, IDAHO:
1. That the fees set forth herein and adopted are reasonable and reflect, as closely as
reasonably possible, some ofthe costs ofthe City to process the various reservations and a portion of
the Park maintenance costs.

2. That there are hereby adopted the fees set forth below for the reservation ofMeridian
Park facilities including the period of time set forttr, as follows
A. Park Shelter Reservation
Minimum Fee (1 to 50 people)
For each additional increment of 50 people, or less
$30.00
$15.00
Each park shelter is equipped with a specific number oftables, which
are included with a park shelter res€rvation at no additional charge. At
the time of reservation, the Department shall inform the patron ofthe
number oftables included with the park shelter. Additional tables
(up to 8) may be reserved for an additional fee of $3.00 each.
* Maximum time on grass is 4 hours, event holder is responsible for any turf damage
Vendor must supply generator to inflate jumping toys.
The above reservation fees are for a five (5) hour period oftime. Additional fees of
$10.00 for each piece of amusement equipment will also be assessed for space used
outside the shelter, e.g. tents, astro jumps, canopies, etc. No such equipment will be
permitted unless proof ofinsurance in limits acceptable to the City is submitted by the
supplier ofthe equipment at the time a reservation is made and verified no later than
ten (10) days before the reservation. Dunk tanks will are not allowed.
B. Softball Field Reservation
$8.00 per hour
Alcohol Permits
Groups wishing to serve alcoholic beverages to their guests must comply with all City
and State laws and must obtain a permit. The cost of the permit is $20.00 and will
cover one six hour period only.
D. Refunds
Reservation fees may be refunded if requested in writing at least ten ( l0) days prior to
the date reserved. A processing fee of $5.00 will be deduaed from the reservation
fee. Reservations may be canceled less than 10 days before the date but no refund

Table Fees
will be given. Events canceled by inclement weather will entitle the reservation holder
to reschedule the reservation at no additional charge.
E. Additional Fees
Additional fees may be assessed ifany park property is damaged, or ifParks & Rec
Dept. employees must conduct excessive cleanup. The fees charged shall be based on
the estimated cost of repairs or the hourly wage of the employees (includhg fringe
benefit costs) whose extra duty is required.

BE IT ORDAINED BY THE MAYORAND THE COUNCIL OF THE CITY OF
MERIDIAN, COUNTY OF ADA, STATE OF IDAHO:
SECTION l: That section 1 of Chapter 7 of Title B Meridian Citv Code,
be, and the same is hereby amended to read as follows:
B-7 -7 PICNIC SHELTERS:
A. Reservation Fees
The Mayor and City Council, by Resolution, shall adopt fees for
the use of parks facilities in order to recover son're of the costs of
the City to process various applications and a ponion of the
maintenance costs of the picnic shelters, picnic tables, softball
fields, and parks of the City.
Application Required; Record I(ept: Persons, associations, corporations,
and other entities, desiring to use the Meridian park picnic shelters shall
apply at the Parks and Recreation Department for the use of a picnic
shelter, reserve a time of use of a picnic shelter, if their requested time is
available, and pay the appropriate fee; the Parks and Recreation
Department shall keep a record of the scheduled times and fees paid for
reservations.
Reservation Required; Removal From Shelter: If persons, associations,
corporations, and other entities, using a picnic shelter have not reserved
the time and paid the appropriate fee, and are using the picnic shelter at
a time that has been reserved for another person, association,
corporation, or other entity, if they refuse to vacate the shelter, they

shall be removed from the shelter, either by City park emplovees or bv
the Police Department and they may be cited for trespass
Reservation List Maintained At Shelter: A list of reservatiolls for a
parricular picnic shelter shall be maintained at that particular shelter to
inform the public rvho has reserved the picnic shelter and the time' or
times, for which the shelter has been reserved; if the reservations have
been removed from the picnic shelter the list. maintained by the Parks
and Recreation Department shall still be controlling.
The parks of the City of Meridian shall be open and available for use
frorn 7:00 o'clockA.M. to l2:00 o'clock midnight and all people shall
vacate the City parks no later than I2:00 o'clock midnight. Picnics
shall end at 9:00 o'clock P.M. rvhich gives picnic users of the parks time
to clean up and vacate the park.
SECTION 2: AII ordinances, resolutions, orders or parts thereof in
conflict herewith are hereby repealed, rescinded and annulled.
SECTION 3: VALIDITY: The Meridian City Council hereby declares
that any section, paragraph, sentence or word of this Ordinance as adopted and
amended herein be declared for any reason to be invalid it is the intent of the
Meridian City Council that it would have passed all other portions of this ordinance
independent of the elimination herefrom of any ponion as may be declared invalid.
SECTION 4: DATE OF EFFECT: This ordinance shall be in full force
and effect rvithin one (1) month after its passage, approval and publication, according
to lalv.

A RESOLUTION OF THE CITY OF MERIDIAN PROVIDING FOR FEES FOR
RESERVATION OF AND USE OF MERIDIAN PARI( FACILITIES; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Pursuant to Idaho Code, 50-302, the Cirv of Meridian is reqrrired
to n1ake, and may make, all such ordinances, byJaws, rules, regulations and resolurions

2. STOREY PARK PICMC SHELTER RESERVATION FEE
I request your consideration for the addition ofa provision in our ordinance requiring a
"business license" for any business operating within the corporate boundaries ofthe City
of Meridian.
This requirement would provide information to all city departments (Sewer and Water
Accounting; Sewer and Water Operations; Planning & Zoning Admin.; City Clerk; Police;
Fire; Building; etc.) that can, for example, aid us in determining if modifications need to be
made to an existing building when a business use changes. Today we are made aware of a
business use change by: l. Recognition in Valley News-Times; or 2. A building permit
being obtained for remodelling by a reputable contractor; or 3. Noticed by one of your
staff when driving by.
I personally feel we would be better able to deal with problems that sometimes occur
when a building use changes if we knew a little time ahead ofthe change ofuse.
I request your consideration for the addition ofa provision in our ordinance requiring the
payment ofa "use fee" to reserve either ofthe two picnic shelters in Storey Park. This
could be a nominal fee of say $10.00 that would help offset the costs ofcleanup ofthe
shelter area and dumping ofthe adjacent waste cans. Last year we logged approximately
400 reservations for the picnic shelters and this $ I 0.00 nominal fee would have retumed
$4.000.00 to the parks budger
Having to deal with a monetary cap on our general fund budget and the accelerating
growth ofour area provides some justification for this request.

Generally speaking the shelters and surrounding area are left in good condition after a use
however, we do have instances ofabuse by users.
The shelters are not always used by Meridian citizens although I suspect they are a
majority user.
