Hello,
First the question, is this really needed? I have not seen any ATVs\\UTVs operating on the main streets of
Meridian? Have there been complaints or increased traffic accidents involving these types of vehicles?
Testimony:
I feel this ordinance isn’t needed at all. Majority of it is either covered by ‘Idaho Code for motor vehicles’ or common
sense like not operating a vehicle without a brake.
It doesn’t account for any agricultural workers riding between home and fields, or home owners using it for
example with a trailer to load up dirt\\rock\\etc from neighbors yard or street and take it elsewhere.
The kind neighbors who use their ATV with a snow plow to plow sidewalk and driveways up and down the street
for their neighbors (Many for the fun of driving the ATV and doing service at the same time) are now targeted for
infraction and fines by this ordinance.
Families pulling sleds behind an ATV\\UTV are now open to frivolous fines.
7-5-3.A missing supervised drivers. Learners with adults teaching how to operate the vehicle.
7-5-3.C Driving an ATV\\UTV\\Golf Cart under the influence of drugs or alcohol should be handled by the existing
laws already, after all it is a motorized vehicle just like a car.
7-5-3.F seems to require officers to trespass on private property to check ATV\\UTV\\Golf Cart have the Brake and
Muffler. It seems common sense to have them on the vehicle so this seems to be redundant. I hear more noise from
chain saws and cars\\trucks than I have ever heard on an ATV.
