Broadway Avenue #102 Meridian, ID 83642 RE: H-2020-0113 / 3720 W Pine Avenue / Foxcroft Subdivision Joseph, The City of Meridian has requested feedback regarding a proposed annexation, preliminary plat and conditional use permit for the Foxcroft Subdivision which will consist of 76 single-family homes and 216 multi-family units on 35.7 acres of land located west of Ten Mile Road along the north and south sides of Pine Avenue. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. The application is also compatible with the Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, which designates the site as a mixture of Medium Density Residential, which is intended primarily for single-family homes at densities of three to eight dwelling units per acre, and Mixed-Use Community, which allows for residential development at densities of between six to fifteen units per acre. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan. The pool, fitness room, playground and pedestrian pathways which are proposed are supported by Goal 2.01.01B which encourages opportunities for physical activity to be provided with new development, and the proposed mix of housing types, including multi-family and attached and detached single-family homes is compatible with Goal 3.07.011 which encourages a variety of housing types within the city which will be suitable for various income groups. Additionally, the pedestrian connections which will be provided to adjacent properties, including a connection to Fuller Park to the north, and the future railroad pathway to the south, are compatible with Goal 3.07.02C which calls for pedestrian accesses to be provided with new development in order to promote better neighborhood connectivity, and the proposed pathway along Ten Mile Creek is supported by Goal 1.2e of the Ada County Comprehensive Plan, which encourages multiple uses of natural creeks, including hiking.
