Enclosed are comments that 4 residents of the Val Vista subdivision would like to submit.
We will participate in the virtual hearing tonight.
We are very disappointed that these considerations have not been addressed and hope these requests are
evaluated and approved.
The location of the stub street is good and we appreciate Jason reaching out to us on that item.
We also understand it is not the Land Groups responsibility to make proposals on our behalf; as a result we
are submitting these three very specific requests.

Community Comments and Public Hearing for Southridge South (H-2020-0083)

Dear Commissioners,
Thank you for another opportunity to comment on the Southridge South
development proposal.
As residents of Val Vista Subdivision have coordinated with and supported the
reasonable development of Southridge Subdivision. We entered the planning
process knowing that all parties needed to come together to find compromise
regarding housing density and compatibility with existing neighborhoods. We
supported several years of incessant dust and heavy equipment operations for
gravel extraction under the description of “regrading for development”. We have
worked with the developer for 13 years to address acres of nuisance weeds.
Finally, we supported a development density and philosophy for a final plat that
was expected to result in the preservation and continued enjoyment of our view
lots. have communicated with us about the developer’s intentions and asked for our
input. We appreciate Mr. Densmer and the Land Group’s ongoing discussions
regarding the successful designs that have been implemented to date such as the
location for the City required stub street.
There are three issues that we would like the City to resolve before this planning
process is complete. Our request and recommendations to resolve these issues is as
follows:
1) Suitable positive drainage (for irrigation and runoff) must be maintained
from the west end of the Southridge fence northwest toward Overland
Road.
Justification: This area used to provide irrigation drainage.
2) A condition of this development and the associated housing should allow
only “dark sky” compliant lighting.
Justification: Encroachment of adjacent lighting into our otherwise
dark backyards is, we believe, a Nuisance under Meridian City Code. Dark
sky compliant lighting is used throughout communities and has no
drawbacks.
3) The building lots (B10-LO1 and B10-LO2) located in the southeast corner
of Southridge South should be moved as shown on the attached plat map
and the height of residential vegetation adjacent to the Val Vista
subdivision fence should be limited to 10 feet above ground level. We are
not asking to eliminate lots or open space, just rearrange the current
proposal to enhance the benefits for the existing residents and developer.
Justification: There are 4 reasons this recommendation should be
implemented by Meridian City.
1- Our request enhances the developer’s value by adding an
additional view lot with greenspace access, it preserves the view
lot status of existing residents, and it creates pedestrian “flow”
through the development’s greenspace for walking or jogging.
2- Preserving the status of the existing view lots has been the highest
priority of our planning discussions for 13 years and continues to
be jeopardized by this proposal.
3- We believe the City’s definition of a “Nuisance” under City Code
4-2-1 is applicable to adverse effects of the development and
warrant the recommended mitigation. A Nuisance is anything
which unreasonably injures or offends the health or senses;
obstructs the free passage, comfortable enjoyment, or
customary use of public or private property. Our Lots on the
north side of Val Vista subdivision were approved for development
as view lots. The developer was allowed to move building sites
well away from the street, establish long driveways and access
view homesites; hence the name Val Vista. Without this request
the City is authorizing a development that contributes to nuisance
conditions and substantially affects the value or our lots.
4- This is a case of quid pro quo. If Meridian City and we (adjacent
neighbors) are willing to support the R8 density requested by the
developer, the City and developer should implement our
recommendations that will significantly improve the project for all
parties.
We want to thank you, the Land Group and the developer for considering and
hopefully implementing the suggestions we have provided. We believe this is a
great example of a collaborative process that, preserves the values and will create a
great outcome for the developer, the City, the existing residents and future
residents of Southridge South.
