Hansen, Commissioner Committed to Service Development Services October 19, 2020 TO: ACHD Board of Commissioners FROM: Mindy Wallace, AICP, Planning Review Supervisor SUBJECT: Oakwind Estates - Development Agreement Modification (H-2020-0093) Staff Report for October 21, 2020 Commission Meeting McDermott Road north of McMillan Road ___________________________________________________________________________________ Summary The applicant is requesting approval of a development agreement modification with the City of Meridian to allow for the addition of 2 product-e types; townhomes and patio homes to be constructed within The Oaks Subdivision. This development agreement is specific to a preliminary plat application for Oakwind Estates, a revised preliminary plat for a portion of the previously approved subdivision, The Oaks. The Oaks Subdivision is located north of McMillan Road and adjacent to McDermott Road. No other modifications to the development agreement are proposed. ACHD has no comments regarding the requested change in housing types. The site that is subject to the development agreement modification was included as part of The Oaks Subdivision. ACHD reviewed and approved the preliminary platin 2013. ACHD is not a party to the development agreement. As part of that preliminary plat application collector roadways were required to be constructed through the site (north/south and east/west) and are proposed to stub to adjacent parcels, consistent with the Master Street Map. The north/south collector, Rustic Oak Way, is planned to extend from McMillan Road thru the site, and up to a recently approved preliminary plat, Prescott Ridge, which is being developed by Hubble Homes. As Hubble develops their site, eventually the collector will connect to Chinden Boulevard as a signalized intersection. Currently the only segment of Rustic Oak Way that is constructed is within The Oaks Subdivision. Rustic Oak Way is being constructed by the applicant, Toll Bros, based on the phasing of their development. While a majority of Rustic Oak Way has been constructed, a short portion which is proposed to stub to the north has not yet been constructed, due to the phasing plan for The Oaks Subdivision. Hubble Homes has requested that Rustic Oak Way be extended to their site so that they can access City of Meridian utilities from the The Oaks Development Area = Site = south. The Hubble site also has frontage and public street access to McDermott Road and Chinden Boulevard. The ACHD Commission is concerned about the timing of the completion of Rustic Oak Way thru both the Hubble and the Oaks Subdivision. Mid-mile collectors are an integral piece of our transportation network, as they provide connectivity, alternative travel routes, and reduce trips on the arterial network which is key in this fast-growing area of Meridian. The ACHD Commission encourages Meridian to use this development agreement modification as an opportunity to encourage both the Toll and Hubble developers to collaboratively construct the mid mile collector, Rustic Oak Way, in a timely manner.
