pdor to the public headng on the annexation and/or rezone application. The posting will contain
the name of applicant, a description of the zoning amendment, and the time and date of public
hearing. Applicant has obtained an official notice form.

5. A statement describing the characteristics of subject property which make the zoning
amendment desirable.
The property is contiguous to existing Treasure Valley Baptist Church, Inc. properties, both of
which are used as a church and/or for church purposes. Both of the existing properties are already
annexed into the City of Meridian. The subject property will be used for church purposes exactly
as the property already within the City. The existing zoning of the already annexed church property
is LO, which is the zoning requested herein by applicant for the subject property. This will make
the zoning and usage harmonious.
6. A statement outlining the necessity or desirability of development pertaining to the
zoning amendment and its harmony with adjacent development.
The zoning amendment will allow the subject property to be developed as church property, exactly
the use of the adjacent developed church property. Other uses in the area are mixed use (office,
warehouse, light manufacturing) which are harmonious with the church usage. The existing usage,
and by extension the subject property, abuts the freeway and the proposed usage is harmonious
with that factor. The LO zoning requested is that of the existing church property and is harmonious
with all surrounding properties.
7. A statement'of how the proposed zoning amendment relates to the City of Meridian
Comprehensive Plan (please city policy numbers).
The Meridian Comprehensive Plan and map designate the area of this annexation and rezone as
"Mixed/Planned Use Development". The applicable goal statement for the mixed-use areas is that
for Mixed Use Adjacent to 1-84, Overland Road and Franklin Road: "... In order that compatible
land uses and efficient use of the land might occur, this corridor is anticipated for a variety of
planned compatible mixed uses. Probable mixed uses for the areas could be commercial,
combined medium-to-high density residential, open space uses (as a means to buffer highway
noise), tourist lodging, industrial, office, medical, and related land uses". Institutional uses such
as a church are not specifically mentioned, but applicant believes that this use is consistent with
the goal statement, as shown by the LO zoning request, which would cover "office, medical, and
related land uses". Goal 7 of the Plan is"To provide community service to fix existing and projected
needs". The church usage fits exactly into this Goal. With the rapidly expanding population base
in the Meridian area, especially that within close driving distance of Treasure Valley Baptist Church,
Inc., the community services provided by the Church will need continued expansion and room.
Specific Policies from the mixed-use section are noted below:
Mixed-use Policy 5.6 The development of a variety of compatible land uses should be
provided in specific plans and proposals for future development. The proposed church
usage would continue to add variety to the existing and planned uses in the area.
Mixed-use Policy 5.7 Detailed market studies should be undertaken to explore and clarify
the issues that are related to mixed-use development in these areas. Not applicable.

However, the existing church usage of the adjacent property shows a need in the area for
the usage.
Mixed-use Policy 5.8 Development in these areas should be based on functional plans and
proposals in order to ensure that the proposed uses conform to the Comprehensive Plan
policies and are compatible with the surrounding neighborhoods. The proposed zoning
designation is consistent with the Comprehensive Plan. The proposal obviously relates to
the adjacent church property, which is the surrounding property.
Mixed-use Policy 5.9 The integrib/and identity of any adioining residential neighborhood
should be preserved through the use of buffering techni<3ues including screen plantings,
open space and other landscaping techniques. The subject property has no adjoining
residential neighborhoods. The closest residential neighborhood is across Overland and
is thoroughly buffered by that street, plus the street-side improvements and fencing only
the South boundary of Overland Road. The expansion of Overland Road to five lanes in
the summer of 2003 will further increase that buffering.
Mixed-use Policy 5.10 Development should be conducted under Planned Unit Development
procedures and as conditional uses, especially when two or more differing uses are
proposed. A single use is proposed.
Mixed-use Policy 5.11 The character, site improvements, and type of development should
be harmonized with previously developed land in the area, and where located adiacent to
or near any existing residence or residential area, shall be harmonized with residential uses,
and all reasonable efforts shall be made to reduce the environmental impact on residential
areas, including noise and traffic reduction. See prior responses.
Mixed-use Policy 5.12 Strip development within this mixed-use area is not in compliance
with the goals and policies of the Comprehensive Plan. No strip development is proposed.
Mixed-use Policy 5.13 Clustering of uses and controlled access points along arterials and
collector streets will be re(3uired. The church, both existing and in the subject property, and
other adjoining uses share South Teare Street as an entrance from Overland Street.
Mixed-use Policy 5.14U Because these areas are near 1-84, Franklin and Overland Roads,
high-quality visual appearance is essential. All development proposals in this area will be
subject to development review guidelines and conditional use permitting procedures. The
subject property is not being developed at this time. Any future development will be subject
to the foregoing guidelines. The property is being esthetically improved through grass and
landscaping improvements and a deteriorated shed on the property has been removed.
Existing fences have been removed to create an open look and harmony with the adjoining
church property.
Streets and Access
The subject property fronts on South Teare. No roads are proposed or needed at this time.
No development is being made of the subject property.

Drainage
All present drainage patterns and flows will be preserved and protected within the subject
property.
Flood plain
The area is shown on FEMA community panel 16001C021G. Portions of the property are
within the flood way (Zone AE).
Water and Sewer
Water and sewer to the existing residence on the subject property will be extended from
existing city services, which already serve the existing church buildings.
Fire Service
The subject property is located in the Meridian Fire District. There are already hydrants and
public water on the existing church property, as well as on the KD Roofing property to the
East of the subject property.
