The property is currently zoned R-4 in Meridian. We are requesting to rezone 4.62 acres and proposing an R- 15 zoning. Our proposal falls well short of the maximum allowed gross density at only 7.35 homes per acre. The proposed single-family homes will provide additional housing in this area of Meridian for those in the 55 and over range. This project is in conformance with the City's Comprehensive Plan and vision. Exhibit D — Development Agreement Modification We are requesting modification to the Development Agreement (Inst. #102012598) to allow the development of single-family residential homes instead of offices. Due to the many office and commercial spaces available at the intersections of Ten Mile Rd and McMillan Rd and Linder Rd and McMillan Rd we find it is necessary to rezone this property to single family residential. Exhibit E — Preliminary Plat The Goddard Creek neighborhood includes 34 attached single-family homes. The subject property is adjacent to W. McMillan Road considered a "transit corridor" and the water and sewer utilities can be utilized with no additional burden to the City or taxpayers. DENSITY: The Medium Density Comprehensive Plan designation allows for up to 8 units per acre. At 4.62 acres, the maximum density allowed is 36 lots. The Goddard Creek neighborhood proposes 34 single family homes at 7.35 dwelling units per acre. PRODUCT/ LOT SIZES: We evaluated the area, market conditions, schools, services, and nearby recreation to establish the housing product and associated site plan. Consistent with the existing community and the Comprehensive Plan, we have designed a site plan that consists of attached single-family residential lots. The housing renderings included in Exhibit K are representative of what is anticipated to be constructed in the Goddard Creek neighborhood. RESIDENTIAL DESIGN: The Goddard Creek Neighborhood consists of attached single-family homes that will be single-story. Home sizes will range from approximately 1,300 square feet to approximately 1,400 square feet. Lots range in sizes from 3,410 to 6,017 square feet, with an average of 4,000 square feet. Exhibit F — Parking Selway Rapids Lane will be expanded to include eight additional parking spaces along the south side of the lane. At the southern end of West Apgar Creek Loop, we have included 15 additional parking spaces. These parking options are in addition to each house that contains two internal garage parking spaces as well as two external driveway parking spaces. Goddard Creek Neighborhood—Narrative 09/01/2020 Page 4 Exhibit G —Alternative Compliance/Private Street The Alternative Compliance Application is to request for a private street through the development. The proposed development takes access from Selway Rapids Lane which is already a private street. The internal private road is designed per the City of Meridian requirements. It provides adjacent sidewalks on one side of the street and on-street parking throughout, including additional parking on the southern portion of the loop. Maintenance and repair of the private street will be provided by the Homeowners Association. An account will be created with the CCR's to accumulate funds for future repairs and maintenance of the private street. The developer has set up several of these in the past for other developments and understands the financial obligation and structure that need to be placed in the CCR's. The application is also requesting to utilize two shared common driveways accessed off the requested private street of West Apgar Creek Loop. The southwestern shared driveway will also work as a third point of egress on to McMillan in the event of an emergency. This option was requested, discussed, and supported by the City of Meridian Fire and Police Departments. We agree and have incorporated this. These designs, contemplations and heightened safety satisfies UDC 11-3F-4A. Exhibit H — Schools The assigned school for this neighborhood will be the Willow Creek Elementary School, Sawtooth Middle School, and Rocky Mountain High School. As this community is designated for 55 and over adults, there should be very few to no students attending these schools. Exhibit I — Open Space The developer has a large investment in this property, and we have researched and followed the city ordinance to plan the most productive open space and amenities for this development. Because the property is less than 5 acres, the city code has no requirement for open space; however, we are proposing 0.44 acres or 9.56% of landscaped open space for the development. The open space will be accessible to all residents of the development. The following breaks down the open space per lot: 1. Lot 1, Block 1 (1,695 sq. ft., including% of landscape buffer along W. Selway Rapids Lane) • Passive Open Space Buffer to the Selway Apartments 2. Lot 13, Block 1 (14,414 sq. ft.) • Arterial Open Space o We are proposing an open space lot in the south end of the development. This lot will contain attractive landscaping and an existing sidewalk. This will buffer the neighborhood from the busy McMillian arterial roadway to the south. 3. Lot 23, Block 1 (6,160 sq. ft.) • Open Space with Picnic Shelter o This lot will contain a large open space and will provide a picnic shelter with seating. 4. Lot 28, Block 1 (846 sq. ft., including % of landscape buffer along W. The following is written explanation that describes how the project meets each of the comprehensive plan goals and requirements: Comprehensive Plan (https://www.meridiancity.orglcompplan): Medium Density Residential: to allows for dwelling units at gross densities of three to eight dwelling units per acre. Density bonuses may be considered with the provision of additional public amenities such as a park, school, or land dedicated for public services. Comprehensive Plan Policies: Goals, Objectives, & Action Items: The following Comprehensive Plan policies are applicable to this application and apply to the proposed use of this property: • "Maintain a range of residential land use designations that allow diverse lot sizes, housing types, and densities."(2.01.01C) With the large number of single-family units in the immediate vicinity,the Goddard Creek neighborhood will provide a different housing product for the 55 and older community looking for something with less maintenance. • "Ensure that new development and subdivisions connect to the pathway system." (4.04.01A) The Goddard Creek neighborhood will continue the pedestrian connectors along W McMillan Rd from N Goddard Creek Way and along W Selway Rapids Lane connecting to the Selway Apartments and N Goddard Creek Way. • "Encourage the development of high quality, dense residential and mixed-use areas near in and around Downtown, near employment, large shopping centers, public open spaces and parks, and along major transportation corridors, as shown on the Future Land Use Map."(2.02.01E) The proposed Goddard Creek neighborhood will be in close proximity to the new Linder Village, located off of Chinden Boulevard and Linder Road, which will contain the new WinCo Foods, Meridian Library and many other retail stores. The Goddard Creek neighborhood will also be near the soon to be constructed Costco located off Chinden Boulevard and Ten Mile Road. • "Evaluate open space and amenity requirement and criteria for consistency with community needs and values."(2.02.01B) The proposed neighborhood provides ample open space for a 55+ community. Although the development is not required to provide open space we have provided 0.44 acres or 9.56% qualified open space. • "Permit new development only where it can be adequately served by critical public facilities and urban services at the time of final approval, and in accord with any adopted levels of service for public facilities and services."(3.03.03F) Goddard Creek Neighborhood—Narrative 09/01/2020 Page 11 This infill property is immediately adjacent to other developed property, utilities are immediately available to the property with no additional cost to the City or Taxpayers. • "Require new development to establish street connections to existing local roads and collectors as well as to underdeveloped adjacent properties."(6.01.02C) In following the intent of the Comprehensive Plan, Meridian's Unified Development Code, and guidance from the Ada County Highway District, we are not proposing direct access to W McMillan Road. The street network is designed to integrate with the existing street network that was put in place with the developments to the north and east. • "Require pedestrian access connectors in all new development to link subdivisions together to promote neighborhood connectivity as part of a community pathway system."(3.03.03B) The Goddard Creek neighborhood includes internal pathways and sidewalks that will create a walkable neighborhood that will allow residents and neighboring subdivisions the ability to walk or bike to the commercial and recreational areas in the vicinity. • "Ensure that new development within existing residential neighborhoods is cohesive and complementary in design and construction."(2.02.02F) All of the units within the Goddard Creek community will be single-story attached homes. They have been thoughtfully designed to fit in with the existing neighborhoods to the north and east. PRE-APPLICATION MEETING & NEIGHBORHOOD MEETING The Pre-application meeting was held with the Meridian planning and development staff on July 21, 2020. The neighborhood meeting was held on July 30, 2020 at 6:00pm at the project site. Exhibit M —Transportation ROADWAY ACCESS: The Goddard Creek neighborhood will take public street access through Selway Rapids Lane. The project will have one private street, West Apgar Creek Loop that will connect to West Selway Rapids Lane in two places. PEDESTRIAN ACCESS: The Goddard Creek neighborhood will have excellent pedestrian connectivity via the internal sidewalks and pathway out to W McMillan Rd which provides many retail services to the West and East. Connection to North Goddard Creek Way will provide access to the pathways throughout the Lochsa Falls Subdivision which connects to Heroes Park. Soil samples were gathered and submitted for laboratory analysis. Based on the observed and reported conditions and compliance with the recommendations provided herein, the referenced lot is acceptable for construction of the planned development for multi-family structures. The planned buildings can be constructed using standard construction methods. Conventional strip foundations with slab on grade floors or a conventional crawlspace are acceptable. Foundations can be designed to exert bearing pressures of up to 1500 psf on the existing soils or upon approved structural fill. Based upon this bearing pressure and the recommendations of this report being followed, we anticipate total settlements of less than one inch, with differential settlements less than half of this value. If these values are unacceptable, please contact SITE for additional recommendations. Recommendations are also included herein for design of the proposed development. As per the client supplied Conceptual Plan, access to the property will be gained from two locations along Selway Rapids Lane. Parcel information from the Ada County Assessor's website is as follows: I I # I Ada Count _#___1 Address Acres 1 R 3182130041 2780 West McMillan Road 4.62 The field investigation included subsurface exploration by means of a rubber tire mounted backhoe operated by an independent contractor. During excavation of the test pits, logs were generated, and soil samples were gathered. Soil samples were returned to our in-house soil laboratory for testing. After the field investigation and laboratory testing was completed, all available field and laboratory test data was reviewed, the provided design information was evaluated, and this report was prepared. This report summarizes our findings and recommendations regarding the geotechnical aspects of the project. AUTHORIZATION Email authorization to proceed with this geotechnical investigation was received on April 15, 2019 from the client. Authorization to proceed and the use of the recommendations provided herein indicate the client's acceptance of the scope of work, warranty, limitations, and general conditions provided herein and within the submitted proposal. Historical aerial photos available on Google Earth reveal no former building structures or improvements to the property but did reveal the property was previously covered with rows of trees. It is assumed it was nursery or orchard in the early 2000. Since then, the property appeared to have been used as pastureland. FIELD INVESTIGATION 4 Four test pits were advanced to depths of approximately ten to eleven feet below the existing ground surface. Sloughing soils prevented deeper exploration. During excavation, samples were recovered from the spoil piles as excavation was performed. These samples were sealed in plastic bags, labeled, and returned to the laboratory for evaluation and analysis. In the laboratory, sieve analysis, moisture content, and Liquid Limit, Plastic Limit and Plasticity Index testing were performed on selected samples. Tests were performed in general accordance with the cited ASTM test methods. All test results are included in the Test Pit Logs located in the Appendix. OBSERVED CONDITIONS All four test pits were similar with approximately five to six feet of sandy lean clay or sandy silt that grades to silty sand atop the deeper Whitney Terrace sand and gravel soils. Gravel and sand were contacted at five to six feet deep in all test pits. These sand and gravel materials were clean (free draining) by seven feet deep. Groundwater was encountered in all four both test pits at ten feet deep when excavated on April 13, 2019. Monitoring wells were installed in all four test pits. Monthly readings will continue until design is approved for construction. Removal of the majority of the organic materials will require grubbing of 4-6 inches of surface soils. This is required in all areas to receive structural fill. Deeper excavation may be required along irrigation ditches and where large trees and soft wet areas are present. The depth of grubbing is to be confirmed during construction to ensure that organic materials are properly removed from beneath future pavements and structural fills. Inspection by the project geotechnical engineer should confirm that all organic material and demolition debris is removed. Inspection must confirm complete removal of previously demolished structures including slab on grade floors. Rutting caused by the contactor using rubber-tired equipment on a wet subgrade can be i expected and should be repaired at contractor expense. This information is to be E supplied to earthwork contractors prior to construction. Structural fills less than three feet deep are to be compacted to 95 % of the maximum dry density by ASTM D698, Standard Proctor. For deeper fills, such as ditch backfill, basement backfill, and fill intended to contain rerouted irrigation canals, ditches, or storm water runoff, fill materials are to be compacted to 100 % of the Standard Proctor maximum dry density. If structural fill is to be placed on the building pads, the fill is to E` extend laterally outside foundations a distance equal to the depth of structural fill. Compaction testing of all structural fill is required. Visual inspection is also required to confirm stability and the lack of soft, deflecting, or rutting areas. Fill can pass compaction tests and still be rejected if it fails visual inspection. The ability of soils to maintain a vertical or near vertical slope over any extended period can be quite variable. This information is provided for planning purposes. It is our opinion that maintaining safe working conditions is the responsibility of the contractor. Jobsite conditions such as soil moisture content, weather condition, earth movements and equipment type and operation can all affect slope stability. All excavations should be sloped or braced as required by applicable local, state, and federal requirements. r Pavement Section It is assumed that an R-Value of greater than R=20, would be obtained if the native surface soils were tested. Pavement sections have been calculated based upon an R- Value of R=20 and Traffic Index of TI=6. The results are shown in the table below. Materials meeting the requirements of ISPWC & /or ACHD are required for all work within this project. For this project, it is recommended that the subgrade be inspected (proof-rolled) prior to the placement of subbase materials. HMA 2.5" %"Base 4.0" Subbase 10.0" Subgrade Inspected Storm Water Free draining sand and gravel material were present at seven feet deep in all test pits. Based upon free draining conditions, a percolation rate of P=8 in/hr. is to be assumed for design of facilities that extend seven feet below the existing ground surface. Over excavation and backfilling with free draining materials may be required. Based upon proper placement and compaction of structural fill, bearing pressures of up to 1500 psf are allowed for foundations founded on the native soils or upon properly placed and compacted structural fill. Either crawlspaces or slab on grade floors are acceptable but slab on grade floors will eliminate the possibility of water accumulating in crawlspaces. Basements are not allowed without a lot/ building specific geotechnical evaluation. If clay soil, wet soil, or deflecting soil is present at the foundation support elevation a geotechnical engineer should be retained for site specific recommendations. Foundation drains are required within this development. Roof runoff is not to route through foundation drains. Foundation embedment depth is to be at least 24 inches below outside adjacent grade. Foundations that are outside crawlspaces are to be sealed / waterproofed with brush or spray on foundation mastic. Slab on Grade Concrete Care must be taken so that all excavations below both interior and exterior slab on grade concrete are properly backfilled in accordance with the structural fill recommendations. Trenches and wall backfill areas are to be filled in lifts and benched each lift so that fill is not placed against a vertical soil face greater than three feet tall. Testing is to confirm that compaction has been achieved. Areas of excessive yielding should be excavated and backfilled with structural fill. Any fill used to increase the elevation of slab on grade concrete should meet the requirement for structural fill. Concrete pavements should be placed atop a mat of at least six inches of granular structural fill materials. Mat material should all pass a 3/4-inch sieve and should contain less than seven percent passing the # 200 sieve. The mat shall be compacted to the requirement for structural fill. No bedrock formation was encountered on the subject property. Well logs from IDWR indicate the high static water level may be as high as six feet below the existing ground surface. Inspection & Testing A qualified engineer or his representative should monitor fill placement to ensure the work is performed in accordance with these recommendations. For mass filling, field nuclear moisture - density testing shall be performed on each lift of compacted fill, one each filled residential lot or building pad. Trench backfill and right of ways are to be tested to ACHD and / or ISPWC requirements. It is noted that structural fill can pass compaction tests and still be unacceptable if pumping, rutting, or deflecting under vehicle or foot traffic. Contractor Inspections This report has been prepared with the intent to provide specific design information to the developer and the civil engineering consultant. It is not intended to act as any contractors "Due Diligence" or subsurface inspection prior to estimating construction costs or actual construction. Contractors may use the onsite monitoring wells to assess the groundwater prior to proposing on or beginning construction. Wells are to be protected during construction and can only be removed with permission from the client and SITE. General Comments After the plans and specifications for construction are completed, it is recommended that this consultant be provided the opportunity to review the final design and specifications. This review will confirm that the earthwork recommendations have been properly interpreted and implemented.
