STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated prior to discharge to the
subsurface to prevent impact to ground water and surface water quality. The
engineers and architects involved with the design of this project should
obtain current best management practices for storm water disposal and design
a stonn water management system that is preventing groundwater and surface
water degradation. Manuals that could be used for guidance are:

After review of the Preliminary Plat of the above-mentioned application Settlers Irrigation
District requests the following:
1. All irrigation/drainage facilities along with their easements must be protected and
continue to function. The facilities involved are the Simpson Lateral (40' easement), and
the Harrell Lateral #21 (20'easement). Contact SID for additional requirements.
2. A Land Use Change Application must be on file prior to any approvals.
3. A license agreement MUST be signed and recorded prior to construction of any SID
facilities, or within its easements. '
4. Any changes to the existing irrigation system such as relocation, water delivery, tiling,
and landscaping must be approved by Settlers Irrigation District's Board of Directors.
5. All stonn drainage must be retained on-site. ,
6. The development must supply pressure irrigation access to all lots within the above-
mentioned subdivision from the current delivery point.

Dear Planners:
The Meridian School District has experienced phenomenal student growth the last ten
years. The high schools, middle schools, and elementary schools throughout the district
are operating over capacity.
Approval ofthe Irvine Subdivision will have a significant impact on school emollments
at Ponderosa Elementary. Sawtooth Middle. and Eagle High Schoo1.
We can predict that these homes, when completed, will house sixty-one (61) elementary
aged children, fifty-five (55) middle school aged children, and forty-two (42) senior high
aged students. Additional students will further compound the current overcrowded
situation. Residents cannot be assured of attending the neighborhood school, as it may be
necessary to bus students to other schools across the district.

The Idaho Transportation Departm,ent (ITD) appreciates the opportunity to comment on the
above referenced application.
Per the city's September 1,2005 Public Hearing notice (dated 7/28105), regarding the
Conditional Use Permit and Preliminary Plat applications for the hvine Subdivision (22 I-lot
development on 38.50 acres; 200 bldg lots, 21 other) located on the southeast comer of the
Ten Mile Rd. intersection with US 20/26 (Chinden Blvd.); ITD offers the following
comment(s):
Highway Impacts:
The subject development does not directly access US 20/26; however, your agency and the
applicant should account for the impacts to the Ten Mile Rd. intersection with the state
highway (US 20/26) resulting from the subject development/application. ITD requests a
traffic impact study to analyze the development impacts to the highway and to detennine
what improvements may be necessary to mitigate the increased traffic volumes. Any
necessary improvements require a pennit fi:om lID which must be submitted by the agency
with jurisdiction over Ten Mile Rd., or an authorized representative. Additional
requirements may be required through the permit process. Contact Matt Ward at 208~334-
8341 for additional pennit infonnation.
Setbacks:
US 20/26 has been funded for conidor preservation. A corridor preservation project to
preserve the canida! for future needed improvements has just begun. This project is
managed in partnership with lID and COMPASS. The developer showd provide a setback

of 100 feet from the existing highway centerline to accommodate the future highway improvements. Call Sue
Sullivan at (208) 334-8955 for more infonnation on this project. Please note setbacks required by your
jurisdiction (Le.landscaping buffers) should be in addition to this setback for the highway.
Noise Abatement (for residential development only):
1. The applicant shall provide traffic noise abatement, at their expense, by constructing a benD or
a berm and wall combination approximately parallel to the highway.
2. The noise abatement shall be constructed on the applicant's side of the referenced setback that
accommodates future highway expansion.
3. .The top of the berm or berm and wall in combination shall be a miJilinum of ten feet higher
than the elevation at the centerline of the state highway.
4. If a wall is proposed, the wall materials shall be impervious concrete or stucco. unless
otherwise approved by the Idaho Transportation Department as a sound attenuating material.
5. Intennittent breaks in the berm or berm and wall in combination will degrade the fimctÏon and
shall not be allowed.
6. An alternative noise abatement feature or design may be proposed by the developer, but should
meet lID noise abatement guidelines. The developer may have a noise expert provide
guidance. ITD staff can provide more infoIDlation. Call 334-8300 Greg Vitley.
Pedestrian and cyclists facilities;
We would like feedback from the city on their desires for pedestrian and cyclist acconunodatíons along the
state highway. This may impact design of the subdivision.
Any work to be perfonned within the state right-of-way requires an approved permit from lID prior to

Connectivity:
The plan does show connections to adjacent parcels, wlúch we highly suppon. There is no trUe
frontagelbackage or collector type road shown. I would like to follow up with a general discussion
of this with the CitylITD and ACHD (not particularly related to this subdivision).
Setbacks:
The map was too small to read the setback dimensions. Given the proximity to the intersection, this
development should provide a setback of 100 feet from the existing highway centerline to preserve
the coxridor for future highway expansion. Call Sue Su1livan at (208) 334-8955 for more
information. Please note, setbacks required by your jurisdiction (i.e. landscaping buffers) should be
in addition to this setback for the highway.
