Re: Tuscany Lakes Preliminary
Gentleman:
The developers of Gem Park II and Farwest LLC are asking the City of Meridian's approval of a
Preliminary plat for 455 buildable lots, including 38 common lots and one school lot. The Tuscany
Lakes development is located between Eagle and Locust Grove Roads. The site is also located south of
Victory Road. The central theory in the site designing of Tuscany Lakes has been to create individual
neighborhoods within the overall project that are linked with useable open space and privacy. To reach
this design goal the development was divided into three main elements, being LAKES; HILLS; and
EAST.
LAKES:
The Lakes is located on the west side of the overall development and have some of the following
existing features. Ridenbaugh Canal is along the south side of the Lakes development between the
Eight Mile and Ten Mile Creeks. Ten Mile Creek splits the Lakes development in half. Eight Mile
Creek is separately owned and is the easterly boundary of the Lakes.
Dartmoor Drive is the entrance to the Lakes development from Locust Grove Road and the Ten Mile
Creek divides the development into four smaller peaceful neighborhoods with a variety of lot sizes.
Both sides of Dartmoor Drive are proposed with attractive landscaping to create a parkway
environment through the development with a ten-foot wide meandering pathway along the north side of
the street. This ten-foot wide pathway is also connected to other interior pathways that run along Eight
Mile and Ten Mile Creeks. The Ten Mile Creek pathway is also ten-foot wide and will be given to
Meridian Parks Department in the future as apart of an overall greenbelt plan. We are proposing a ten
foot wide pathway along the Eight Mile Creek to be owned by the homeowners and will have a series
of man-made ponds to walk along outside of Eight Mile Creek right-of-way. The Eight Mile Creek
right-of-way and Ridenbaugh Canal will be protected with a fence to keep the Tuscany Lakes residents
from entering any of these faculties. The Lakes also has a PUD request to provide a variety of lot sizes.
HILLS:
The Hills is located in the middle of the overall development. Ridenbaugh Canal splits the Hills
development and is also the westerly boundary for much of northern portion of the Hills development.
Eight Mile Creek is separately owned and is the westerly boundary of the Hills. The Eight Mile Creek

right-of-way and Ridenbaugh Canal will be protected with a fence to keep the Tuscany Lakes residents
from entering any of these faculties. The east half of the Hills development will have a combination of
sidewalks and pathways to link the north and south of the development with a friendly environment for
pedestrians to walk in. Centrally located along the pathway is a basketball pad. Also centrally located in
the Hills development is an Elementary School lot, which will provide good access to Eagle Road as
requested by the School District. The Hills also has a PUD request to provide a variety of lot sizes.
EAST:
The East development is located on the far east side of the overall development with Eagle Road being
the easterly boundary and Ten Mile feeder Ditch along the south boundary. The new proposed Rome
Drive will be a residential collector along the north of the East development with an attractive
landscaping buffer along Eagle Road and the proposed Rome Drive. The East development has two
short cai-de-sacs and two loop streets providing good connective within. All lot sizes are above average
for the requested R-4 and create a desirable neighborhood environment that people want to live in. The
East development exceeds all the standards of the R-4 and is not apart of the PUD request tbr the rest
of the development.
Both developers have completed many excellent developments in Meridian. Many of these same
developments have been located south of the Interstate for example the following:
Sportman's Point, Bear Creek, Sherbrooke, Hunts Bluff, Salmon Rapids, Los Alamitos and Thousand
Springs. Both developers have a reputation for quality and intelligent design as proven in the above
referenced developments.

hereby consent on behalf of DIVIDEND DEVELOPMENT, INC., as a
Partner in the Gem Park II Partnership, an Idaho general
partnership action by the Managing Partner, WESTPARK COMPANY, INC.,
an Idaho corporation, and specifically by Greg Johnson, President

the Partnership to encumber and borrow construction development
funds from Washington Federal Savings & Loan Association, in the
amount of four hundred thousand dollars ($400,000.00);

STATEMENTS OF COMPLIANCE & DEVELOPMENT FEATURES
TUSCANY LAKES SUBDIVISION
All proposed streets will be public and constructed to Ada County Highway District
Standards. All right-of-ways will be 50 feet with a 37 foot improved section and 5 foot
sidewalks on both sides, except for Dartmoor Drive which is proposed with a meandering
10 foot pathway on the north side only. The proposed streets will meet the improvement
standards set forth in the Meridian Subdivison Ordinance.
The proposed residential development is in compliance with the Meridian
Comprehensive Plan. The plan designates the property as single family residential
development.
The development will connect to the required City Services.
This proposed development does comply required City Ordinances
The preliminary plat reflects existing easements associated with the Ridenbaugh Canal
and the Ten Mile Drain. The Eight-Mile Lateral is not apart of the plat.
The street names will comply with the City grid system and required by Compass.
