PUBLIC FORUM – Future Meeting Topics
The public are invited to sign up prior to the start of the meeting to address their elected
officials regarding matters of general interest or concern of public matters. This time is
reserved for general topics and not specific to an active land use/development application. By
law, no decisions can be made on topics presented under this public comment section. However,
the City Council may request that the topic be added to a future meeting agenda for a more
detailed discussion or action. The Mayor may also direct staff to further assist you in resolving
the matter following the meeting.
ACTION ITEMS
Public Hearings related to land use applications follow this process: Once the hearing is opened,
City Staff will present their analysis of the application. Following this, the applicant will be
allowed up to 15 minutes to present their application. Following any questions that may be
asked by Council, members of the public are allowed up to 3 minutes each to address Council
regarding the application. If a person is representing a Homeowner’s Association, indicated by
a show of hands, they may be allowed up to 10 minutes, provided those they are representing
are yielding their time. Following all public testimony, the applicant is allowed an additional
10 minutes to respond to comments. Council may ask additional questions, and then close the
public hearing. Once the hearing is closed, no further testimony will be heard.
City Council may move to continue the item to a future meeting or may vote to approve or deny
the item with or without changes presented. The Mayor is not a member of the City Council and
pursuant to Idaho Code does not vote on public hearing items, unless to break a tie-vote.
1. Public Hearing for Proposed City of Meridian Citywide Fee Schedule Updates
2. Resolution 20-2230: A Resolution Adopting New, Increasing, and Decreasing
Fees; Authorizing Deletion of Fees from Fee Schedule; Superseding All
Previously Adopted Fees and Fee Schedules, with the Exception of
Recreational Programming Fees; Authorizing City Departments to Collect
Such Fees; and Providing an Effective Date
Motion to approve the resolution made by Councilman Cavener, Seconded by
Councilman Bernt.
Voting Yea: Councilman Borton, Councilman Hoaglun, Councilman Bernt,
Councilwoman Perreault, Councilman Cavener, Councilwoman Strader
3. Public Hearing for Victory Apartments (H-2020-0065) by Wendy Shrief, J-U-B
Engineers, Inc., Located at the Southwest Corner of S. Meridian Rd./SH-69
and W. Victory Rd.
A. Request: Amendment to the Future Land Use Map contained in the
Comprehensive Plan to change the designation on 18.45 acres of land from
Medium Density Residential (MDR) to Medium High Density Residential
(MHDR); and,
B. Request: Annexation of 18.45 acres of land with an R-15 zoning district.
Motion to accept withdrawal made by Councilman Bernt, Seconded by Councilman
Cavener.

Councilwoman Perreault, Councilman Cavener, Councilwoman Strader
4. Public Hearing for Firenze Plaza (TECC-2020-0002) by LC Development,
Located at the northwest corner of S. Eagle Rd. and E. Amity Rd.
A. Request: 18-month Time Extension on the commercial preliminary plat in
order to obtain the City Engineer’s signature on a final plat.
Motion to continue to September 29, 2020 made by Councilman Bernt, Seconded by
Councilman Cavener.

7. Ordinance No. 20-1896: An Ordinance Amending Meridian City Code as Codified at
Title 11, Pertaining to Specific Use Standards in Chapter 4; Public Hearing Process
in Chapter 5; and Subdivision Design and Improvement Standards in Chapter 6;
and Providing for a Waiver of the Reading Rules; and Providing an Effective Date
Motion to adopt the ordinance made by Councilwoman Perreault, Seconded by
Councilwoman Strader.
