HomeMy WebLinkAboutMeridian North RavineNorth Ravine Cell Landfill Long-term Solid Waste Solution For All of Ada County Vision Statement Through an integrated solid waste management system built on a cooperative of citizens, businesses, institutions and governments, Ada County shall provide an environmentally safe, economically sound solid waste disposal facility designed to meet the demands of a growing population. Goal and Objective To provide the citizens, businesses and institutions of Ada County long-term, environmentally safe, economically sound solid waste disposal as part of an integrated solid waste management system. As part of the integrated solid waste management system, Ada County will build an environmentally safe, economically sound solid waste disposal facility that is available to all residents, businesses and institutions of the county. The solid waste system includes all residents, businesses, institutions and governments to ensure the system meets the needs, demands and expectations of the system users. Reduce – Reuse – Recycle Programs and information promote waste reduction strategies throughout the county. Programs and information promote material reuse strategies. Mobile collection programs in Meridian, Boise, Eagle, and Kuna Integrated Solid Waste System Educational resources available to schools, civic groups, institutions, and governments Classroom presentations Landfill tours Today’s Situation The Hidden Hollow Landfill will reach its designed capacity by 2010 or 2011. Current waste disposal rates at the landfill are roughly 1,500 tons per day. Trash generation, like sewer generation, is not easily reduced or stopped. Sanitary Services Company is the 2nd largest customer account at the landfill. North Ravine Cell Landfill Following a lengthy public involvement process, the Board of Ada County Commissioners decided that the best long-term solid waste disposal option was development of a new landfill on property already owned by Ada County. The proposed site is called the North Ravine Cell. Location of the North Ravine The Process Following the Decision Since the Board’s decision, much activity has been underway, including: Site Certification – CH2M Hill conducted site investigation and prepared a report for submission to IDEQ. On June 28, 2005, the Director of the Idaho Department of Environmental Quality certified the proposed site as in compliance with Idaho Code § 39-7407 – Site Certification. The Process Following the Decision Conditional Use Permit Application Ada County has submitted to Ada County Development Services an application for approval of a conditional use permit for the North Ravine Cell. The conditional use permit application is scheduled for public hearing before the County’s Planning and Zoning Commission on October 13, 2005. A Surprise in the Regulations In mid-July, staff from the City of Boise brought to the Solid Waste Management Department’s attention Section 31-4407A of the Idaho Code. To comply with the Code, Ada County, through a licensed professional engineer, prepared a feasibility study for review by the municipalities in the county. Responsible to the owners: the citizens of Ada County through their elected officials. Recommendations Ada County’s Solid Waste Management Department recommends the continuing relationship between the City of Meridian and Ada County. Continuing the relationship will increase opportunities to enhance the programs in the solid waste management system. Choose to participate in the best long-term option for solid waste disposal.
