We have reviewed the above referenced submittals and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY
The Applicant, Cortland Walker, has applied for Preliminary/Final Plat approval of a four lot
residential subdivision on 1.58 acres, including three building lots and one common lot. The
property is located at the southwest comer of W. Crestwood Drive and SW lih Avenue,
approximately 150 feet south of Franklin Road. The property consists of two existing parcels,
both owned by the Centre Valley Homeowner's Association. The land was annexed in 1977 and
zoned R-4. The three proposed residential lots were the subject of File #PFP-04-007 submitted in
August 2004. At that time, the southern parcel (common area) was under different ownership.
However, the application was later withdrawn. At the Commission's hearing, the applicant was
requested to add the land now shown as Lot 4, Block 1 to the plat (common lot).
Each of the proposed lots meets or exceeds the minimum lot frontage and size for the R-4 zone
(8,000 sq. ft.). The land is currently vacant (except for mature conifer trees along SW lih). City
of Meridian sanitary sewer and water utilities exist adjacent to the property.
The subject parcels are unplatted and, according to City of Meridian and Ada County records,
have never been included within a legal subdivision. A Record of Survey (No. 1167) was
recorded in 1987 which created the southern parcel (0.95 acres). Crestwood Estates and Fenway

Park Subdivisions (also zoned R-4) completely surround the subject parcel. By platting the
parcels it will create legal, buildable lots within a new, distinct subdivision.
ACHD staff reviewed and approved the application originally on July 13, 2004 and issued a
second letter of approval on August 4, 2005.. ACHD is requiring the applicant to correct any
existing deficiencies with the sidewalk, curb, gutter, etc. abutting the site.
Staff is recommending approval of the subject application with conditions as noted below.
LOCATION
The property is located at the southwest comer ofW. Crestwood Drive and SW 1ih Ave, south
of Franklin Road in Township 3 North, Range 1 West, Section 13. The property is designated as
"Medium Density Residential" in the 2002 Comprehensive Plan.

The property owner of record is Center Valley Homeowner's Association.; Mr. Corey T.
Makizuru, has provided notarized consent for Claudio Scalisi to submit the subject application.
PRELIMINARY PLAT FINDINGS AND REQUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. The conformance of the subdivision with the Comprehensive Development Plan;
Staff finds the proposed subdivision to be in conformance with the Comprehensive Plan.
The Future Land Use map designates the property as Medium Density Residential. The
Plan includes several policies which encourage infill development and constructing
compatible uses (see Chapter VII, pg. 102, Goal I, Obj. C, Policy #2 and Chapter VII, pg.
106, Goal IV, Obj. C, Policy #1,4 and 7). Existing zoning on the property is R-4 and the
subject plat is intended for residential development.
b. The availability of public services to accommodate the proposed development;
Staff finds that public services are available to accommodate the proposed development.
Water and sewer services are proposed to be extended into each lot from adjacent streets.

Fire, police, solid waste and irrigation services are all adequate. The adjacent public
roadways have been completed to the required design and approach standards.
c. The continuity of the proposed development with the capital improvement
program;
Staff finds that the subdivision will not require the expenditure of capital improvement
funds. All required utilities are either in place or will be the responsibility of the
developer.
d. The public [m an cial capability of supporting services for the proposed
development;
Staff finds that the development will not require major expenditures for providing
supporting services. The developer and/or future lot owners will finance the extension of
sewer, water, utilities and pressurized inigation to serve the project. The primary public
costs to serve the future residents will be fire and police services.
e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Council or Commission's
attention.
SPECIAL CONSIDERATIONS
1.
Parkway and Median Improvements: There is an existing, 7-foot wide parkway on the
north side of the subdivision which lies entirely within public right-of-way. There is also
a 100-foot long island within the SW lih Ave. right-of-way. Both of these landscaped
areas are dead and not being maintained by ACHD. These areas are typically maintained
by abutting homeowners or the HOA in newer subdivisions. ACHD will not maintain
them. Since these areas are off-site and the land is already annexed, the City cannot
require the applicant to improve the landscaping. However, staff strongly encourages the
applicant to enter into a License Agreement with ACHD and improve both the Crestwood
Drive parkway and the SW 12th Avenue island.
2.
Common Lot: Lot 4 is currently an unplatted parcel, owned by the Centre Valley BOA
and used as a vehicle storage area. As shown on the plat, the area is enclosed b~ a fence.
There is a 50-foot wide unimproved area between the fence and the W. Ii Avenue
property line. This area received some negative comments at the Commission public
hearing regarding weeds and poor appearance. At the public hearing, staff requests the
applicant address maintenance responsibilities. discussions with neighbors. and any
changes that have occurred on this site regarding improving the appearance since last
year.

SITE SPECIFIC COMMENTS - PRELIMINARY/FINAL PLAT
1.
Delete Note #8 of the Preliminary Plat. Any trees removed fÌom the site must comply
with the tree preservation/mitigation ordinance (MCC 12-13-13).
2.
Sign the Certificate of Owners and notarize the accompanying Acknowledgment (Sheet 2
of the final plat).
3.
Sanitary sewer and water service to this development is being proposed via service line
extensions fÌom the existing City of Meridian mains adjacent to the project. Assessment
fees will be determined during the building permit process.
4.
The applicant shall submit construction plans for all proposed improvements to the Public
Works department 10 days prior to their City Council date.
5.
Pressurized irrigation within this development is being proposed via extension of the
Centre Valley HOA system, the applicant shall provide written documentation that they
have permission for connecting into those services.
6.
Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution 02-374.
7.
All development improvements, including but not limited to sewer, fencing, pressurized
irrigation shall be installed and approved prior to obtaining certificates of occupancy.
8.
A letter of credit or cash surety in the amount of 110% will be required for all
uncompleted fencing, pressurized irrigation, sanitary sewer, water, etc., priot to signature
on the final plat.
9.
Final plat shall be recorded prior to applying for building permits.
10.
If applicable, all irrigation ditches, laterals or canals, exclusive of natural waterways,
intersecting, crossing or lying adjacent and contiguous to the area being subdivided shall
be tiled per MCC 12-4-13. Plans will need to be approved by the appropriate
irrigation/drainage district, or lateral users association (ditch owners), with written
approval or non-approval submitted to the Public Works Department. If lateral users
association approval can not be obtained, plans will be reviewed and approved by the
City Engineer prior to final plat signature.

Any existing domestic wells and/or septic systems within this project will have to be
removed fÌom their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells
may be used for non-domestic purposes such as landscape irrigation.
12.
Compaction test results must be submitted to the Meridian Building Department for all
building pads receiving engineered backfill, where footing would sit atop fill material.

Developer shall coordinate mailbox locations with the Meridian Post Office.

Add the Central District Health Department's Certificate to the face of the plat.

Add an arrow to depict the front orientation of the home on Lot 2, Block 1 towards W.
Crest Wood Drive, and add arrow symbol to the plat legend.
Increase the width of the easements common to Lots 1 & 3, Block 1, and the south side of
Lot 2, Block 1 to 10 feet, as these will be the rear lot lines.
Please add or revise the following final plat notes:

(Add) The owner of each lot across which passes an irrigation/drainage ditch or pipe,
is responsible for the maintenance thereof, unless such responsibility has been
assumed by an irrigation/drainage district.
(Add) The bottom elevation of structural footings shall be set a minimum of 12
inches above the highest established normal groundwater elevation.
Staffs failure to cite specific ordinance provisions does not relieve the Applicant of
responsibility for compliance.
FIRE D EP AR TMENT
1. One and two family dwellings will require a fire-flow of 1,000 gallons per minute available
for duration of 2 hours to service the entire project. Fire hydrants shall be placed an average
of 500' apart. International Fire Code Appendix C

2. Acceptance of the water supply for fire protection will be by the Meridian Fire Department
and water quality by the Meridian Water Department for bacteria testing.
3. Final Approval of the fire hydrant locations shall be by the Meridian Fire Department.
a. Fire Hydrants shall have the 4 W' outlet face the main street or parking lot aisle.
b. The Fire hydrant shall not face a street which does not have addresses on it.
c. Fire hydrant markers shall be provided per Public Works spec.
d. Locations with fire hydrants shall have the curb painted red 10' to each side ofthe
hydrant location.
e. Fire Hydrants shall be placed on comers when spacing permits.
f. Fire hydrants shall not have any vertical obstructions to outlets within 10'.
g. Fire hydrants shall be place 18" above finish grade.
h. Fire hydrants shall be provided to meet the requirements of the IFC Section 509.5.
4. Insure that all yet undeveloped parcels are maintained free of combustible vegetation.

5. Operational fire hydrants, temporary or permanent street signs and access roads with an all
weather surface are required before combustible construction is brought on site.
6. All portions of the buildings located on this project must be within 150' of a paved surface
as measured around the perimeter of the building.
7. Where a portion of the facility or building hereafter constructed or moved into or within the
jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as
measured by an approved route around the exterior of the facility or building, on-site fire
hydrants and mains shall be provided where required by the code official. For buildings
equipped throughout with an approved automatic sprinkler system installed in accordance
with Section 903.3.1.1 or 903.3.1.2 the distance requirement shall be 600 feet (183).
a. For Group R-3 and Group U occupancies, the distance requirement shall be 600 feet
(183 m).

Dear Planners:
The Meridian School District has experienced phenomenal student growth the last ten
years. The high schools, middle schools, and elementary schools throughout the district
are operating over capacity.
Approval of the Woodward Estates Subdivision will have an impact on school
enrollments at Peregrine Elementary. Meridian Middle. and Meridian High School.
We can predict that these homes, when completed, will house one (1) elementary aged
children and one (1) middle school aged children. Additional students will further
compound the cun-ent overcrowded situation. Residents cannot be assured of attending
the neighborhood school, as it may be necessary to bus students to other schools across
the district.

School capacity is addressed in Idaho Code 67-6508. The Meridian School District is
currently operating beyond capacity. Future development will continue to have an impact

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated prior to discharge to the
subsurface to prevent impact to ground water and surface water quality. The

If all stonn drainage is retained on-site there will be no impact on Nampa & Meridian
Irrigation District and no further review will be required.
However, if any surface drainage leaves the site, the Nampa & Meridian Irrigation District
requires that a Land Use Change Application is filed for review prior to final platting. Please
contact Donna Moore at 466-7861 for further infonnation.
The District has no facilities that will be impacted by this proposed project. The developer
must comply with Idaho Code 31-3805. It is recommended that irrigation water be made
available to all developments within the Nampa & Meridian Irrigation District.

Enclosed please find a Land Use Change Application for your use to file with the Irrigation
District for its review on the above-referenced development. If this development is under a
"rush" to be finalized, I would recommend that you submit a cashier's check, money order or
cash as payment of the fees in order to speed the process up. If you submit a company or
personal check, it must clear the bank before processing the application.
Should this development be planning a pressure urban irrigation system that will be owned,
operated and maintained by the Irrigation District, I strongly urge you to coordinate with John P.
Anderson, Water Superintendent for the Irrigation District, concerning the installation of the
pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate
the process of contractual agreements between the owner or developer and the Irrigation
District for the ownership, operation and maintenance of the pressure urban irrigation system.
