Dear Mayor de Weerd and City Council Members:
This firm represents Idaho Waste Systems, Inc. and I am writing this letter on its behalf.
Idaho Waste Systems, Inc. owns and operates a commercial solid waste disposal
facility in Elmore County. The site is located one mile east of the Ada County line and is
served by the Simpco Road interchange on 1-84. Presently, Idaho Waste Systems
provides solid waste disposal services under contract to Elmore, Bingham, Valley and
Boise Counties in Idaho and Harney County in Oregon. This service includes all of the
municipalities within those counties as well. Idaho Waste Systems also operates
numerous 'solid waste transfer stations to facilitate waste collection for its customers.
The City of Meridian recently received a notice from Ada County that the County was
proceeding with the construction of a new cell at its solid waste disposal site at Hidden
Hollow. The notice provides that the City of Meridian has a 90 day statutory time frame
in which to determine whether the City intends to participate in the use of the new
landfill. Under Idaho law, the decision to participate would require a long term financial
commitment by the City to the County over the life of this new facility.

Pursuant to I.C. Sec. 31-4407A(3) the City of Meridian may decide to either participate
in the new facility or opt out and develop its own process for solid waste disposal. With
this option facing the City of Meridian, Idaho Waste Systems requests an opportunity to
make a presentation to the City in the near future to explore the option of utilizing their
facility to meet the solid waste disposal needs of the City. Idaho Waste Systems
believes that it can demonstrate a significant cost savings to the City without any
negative impacts upon the service provided to City residents.
