1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by Ada
County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.

RE: Arnke Subdivision Annexation/Zoning and Preliminary Plat — Letter of Intent
Dear Mayor and Council;
As representative for Michael Arnke, please accept this application for Arnke Subdivision, located at
2070 W. Pine Avenue, on the north side of Pine Ave, '/a mile west of Linder Road in Meridian,
Idaho, Section 11, Township 3 North, Range 1 West of the Boise -Meridian. Amke Subdivision
includes 2.06 acres and has been designed as a multi -family development, including annexation with a
zoning designation of R-40 (High Density Residential). The actual density for the development is
8.78 du/acre, however, staff has recommended the R-40 zoning designation to provide the maximum
flexibility for this type of development.
This letter is included with the land use applications for the annexation/zoning and preliminary plat,
together with filing fees and various exhibits.
The enclosed applications have been submitted in accordance with the requirements of the Meridian
Zoning Ordinance. The development has also been designed to be in compliance with the intent of
the Meridian Comprehensive Plan. Specific Comprehensive Plan policies that support the requested
zone change include:
Population Growth Goal 1, Objective A, Action 6 (New residential development with
provided Urban Services);
• Services Goal II, Objective A, Transportation, Action 6 (Street connections between
subdivisions); Goal IV, Objective A, Action 9 (Annex parcel surrounded by City limits);
Land Use Goal III, Ensure public services, Objective A, Action 1 (Development projects
planned public services); Goal N, Objective C, Action 1 (compatibility), 3 (usable open
space), 5 (sidewalks, curbs, gutters, etc.), Action 10, (Support variety of residential
categories); Objective D, Transportation Corridors, Action 2 (Restrict curb cuts/access on
collectors); Goal IV, Objective D, Action 7 (Locate high density along major transportation
corridors), Goal V, Objective A, Action 4 (Provide diversity of housing types), 14 (Locate

high density near major access thoroughfares); Objective C, Quality, Action 1 (Require
common area).
An R-40 zoning designation is being requested for this annexation with the subdivision plat containing
lots broken into 2,752 to 3,868 square foot lots. The units will be attached in clusters of three (3)
residential units, each consisting of living areas ranging from approximately 1,450 square feet to
approximately 2,000 square feet. Each unit will contain an attached two car garage. All units will be
located on a separate, zero -lot line lot for individual sale. An existing home and assorted accessory
structures currently located on the site will be removed upon development. The internal street system
will be private, and a security gate for the entrance on Pine Street is hereby being requested. The
Meridian Fire Department has been consulted on the private driveway and gate and has provided
standards that have been incorporated into the submitted design. Sewer and water service will be
available to service this development and will be provided by the City of Meridian. Drainage will be
handled by on-site methods acceptable to the standards of all appropriate regulatory agencies. A
pressure irrigation system will be provided for all lots within the development.
Common area landscaping is being provided along the exterior boundaries of the development,
including a buffer along Pine Street, in addition to internal landscaping between buildings and along
the private drive. All common landscape area lots will be owned and maintained by the Homeowners
Association that will be established for the development.
In conclusion, Arnke Subdivision will be a quality and compatible addition to this area of Meridian.
The development is adjacent to residential development to the south, Meridian High School to the
north, and a church to the east. The requested zoning to R-40 and density is in compliance with the
City's Comprehensive Plan (High Density Residential) and will benefit the public interest by
providing a diverse housing type that is needed in this area of the City while allowing for the
continued improvement and expansion of city services and an increase in the City's tax base. This
application submittal includes all items listed within the preliminary plat and annexation checklists.

Shawn L. Nickel of SLN Planning, Inc. reviewed the project with Ada County Highway
District staff and discussed traffic and layout concerns associated with this proposed
development. During this review, the main discussion was on access of the private street
to Pine Street.
Regarding impact of this development on Pine Street (Urban Collector) ACHD noted no
issues associated with the additional traffic generated by Arnke Subdivision.
2. VARIANCE REQUEST:
The submittal of Arnke Subdivision does not require a request for variance to the
Meridian Zoning Ordinance.
3. PRE -APPLICATION MEETING
On April 4, 2005, a pre -application meeting was held with Meridian City Staff. Present
at the meeting were Shawn L. Nickel of Land Consultants, Inc, Matt Munger of Munger
Engineering, Inc., and the developer, Mr. Michael Arnke. Meridian City staff present
was Josh, Mike, Bruce and Anna.
4. ADDITIONAL SERVICES
The applicant or user of the property agrees to pay any additional sewer, water or trash
fees or charges, if any, associated with the use, whether that use be residential,
