I am concerned that we are still operating under a TIS that is over 15 years old, but if we didn't require updates then we will allow this preliminary plat to move forward without a TIS. I wanted to confirm that you were aware that this project was previously included in the overall TIS for the Southridge subdivision (copy attached).This TIS and various entitlement approvals over the past—15 years have determined the transportation improvements surrounding the Southridge South pre plat area, and these improvements are now all in place. Past decisions that have determined the direction of Southridge South since the TIS was prepared include: • The City entered into a Development Agreement governing this entire area. It's been amended since the original version, but ACHD's requirements remain a part of that Agreement. For Southridge South, access is limited to Overland Rd at only the single approach that's already been constructed. • The developer worked with ACHD under a Cooperative Development Agreement to widen and realign Overland Rd from Linder Rd to Ten Mile.This project created the S-curve we know today and the intersection with Ten 1 Mile Rd. Full frontage improvements for the Southridge South parcel were constructed at that time.At the access to Southridge South, Overland Rd is a five lane section with two-way left turn lane and bike lanes in both directions. • The developer entered into a Development Agreement with ACHD regarding a bridge over the Ridenbaugh Canal at the east end of Southridge South which connects with the Phase 4 portion of the Southridge project. • In 2015,ACHD and Meridian approved a preliminary plat for the properties north of the Ridenbaugh Canal and generally northeast of Southridge South (MPP14-0022/RZ14-007/PP14-017).This pre plat was of similar scale (land area/lot quantity)to the proposed Southridge South application, and a TIS was not requested.You relied on the attached TIS at that time, referencing it in the staff report and finding that"ACHD previously reviewed this site as part of the Southridge Subdivision in October 2006 and September of 2007.The requirements of this staff report are consistent with those of the prior action." Because you haven't yet seen the Southridge South pre plat, I'm attaching the overview sheet from our application. You'll find that: 1. Access from Overland Rd is at the existing approach, only. 2. Connectivity is made to the proposed bridge crossing the Ridenbaugh Canal from Phase 4 to the east. 3. Stub streets are provided to the south (Aspen Cove Subdivision) and the west, which are specific requirements on this parcel under its development agreement with the City. 4. Overall density is consistent with the Comprehensive Plan and the master site plan in this property's Development Agreement. Because of this significant past history,would you reconsider your earlier email and whether a TIS is required for Southridge South? It seems that little new information would be generated, or would result in ACHD establishing any particular Site Specific Condition of Approval.
