Re: Cadence (Paramount Director) — Pedestrian Gates
Alternative Compliance Request
Dear Bill:
As you know, the residents of Cadence a 55+ Community in Paramount (platted as Paramount
Director), are interested in having pedestrian gates placed adjacent to each vehicular entrance.
This letter is a request for alternative compliance so that the residents can add pedestrian gates
over each sidewalk.
Meridian City Code in the Private Street Standards 11-3F-4-A-4c states:
"The proposed development shall not restrict pedestrian and bicycle access along
the private street. The proposed development shall provide unrestricted access to
pedestrians and bicycles at a minimum of two (2) additional points within the
proposed development."
In compliance with City Code and the approved Paramount Director PUD, Brighton did not
restrict pedestrian and bicycle access along the private streets. More specifically, the sidewalks
adjacent to the private streets at North Garbo Lane and West Boulder Bar Lane were not gated.
However, the Cadence residents have continued to express concern for their health and safety.
Although signage has been placed at each entrance, it has not been enough to dissuade some
non-residents from entering Cadence. In particular, there have been reported situations where
non-residents using mini -mobility devices such as bicycles, scooters and skates, and have
moved at very fast speeds around Cadence.
When we met in November to discuss this request, it appeared that Planning Staff and
Meridian Fire did not have concerns about pedestrian gates at each vehicular entrance. We
asked the residents to research other cities and how sidewalk gates adjacent to private streets
are regulated. Although there isn't a cohesive standard, other jurisdictions, including Eagle
(Heritage Garden) and Boise (The Orchards at Cloverdale), have allowed gates with comparable

communities to Cadence. These municipalities have approved pedestrian gates on a project by
project basis.
Residents believe that new pedestrian gates will deter non-residents from using the private
streets and sidewalks within their community, and provide a greater level of safety and long-
term health. On behalf of the Cadence Owners Association, Inc., and their desire for enhanced
safety and long-term health within their community, we request that gates be allowed over the
sidewalks adjacent to the private street vehicular gates at North Garbo Lane and West Boulder
Bar Lane.
