Annexation /Rezone Application for Planned Development
A.
The developer is requesting that the property be annexed into the City of Meridian limits and
rezoned from RUT (Ada Caunty) to Medium Density Residential (R-8). The project is currently
within the City of Meridian Impact Area. The project is contiguous to the Meridian city limits.
The west line of the subject property, currently Lot 5 of Golden Eagle Estates, is S. Eagle Road.
This is contiguous with the northeast portion of Messina Village Subdivision No. L, which was
previously annexed by the City of Meridian.
Concurrent applications include Preliminary Plat and Conditional Use Permit for a Planned
Development.
B. The proposed development includes one existing single-family residential home on a
separate lot and five 1S bed assisted living units, "cottages", on another lot with ample common
area. A "cottage" is basically a 1~4 bedroom house (one bedroom is double occupancy) with
oversized kitchen and laundry facilities. Nursing care is NOT provided- This is a non-
convalescent facility with residents capable of self-care. Housekeeping and family-style dining
services are provided.
Meridian already has a successful "Cottage" development at Bridge Tower off Ten Mile Road.
It has been well received and is an excellent model for retirement home projects within
neighborhoods. Senior citizens are given the opportunity to live close to relatives and maintain
their independent life style.
Said use fora "retirement home" is a Conditional Use in R-8 Zoning. 10% of the project will be
privately maintained open space for recreational. uses. Perimeter landscape buffer requirements
will be met. Additional amenities include a flower bed and gazebo.
All infrastructure will be installed by the developer. No additional requirements or expense will
be incurred by the City of Meridian. Per Brad Watson, City Engineer, there is adequate capacity
for bath sewer and water main extensions to serve the development. Sewer and water main
extensions will be dedicated to the City of Meridian.
C_ The proposed annexation and change of zoning to Medium Density Residential (R-8) fits
well with the goals and objectives of the City of Meridian Comprehensive Plan's Future Land
Use Map. The Future Land Use Map currently lists the property as low density residential (3
dwellings per acre) on the Future Land Use Map. The proposed zoning change to R-8
corresponds to medium density residential (4 - 8 dwellings per acre) in the Comprehensive Plan.
Note 2 on the Future Land Use Map allows for a one step increase in density, i.e. low to medium,
without an amendment to the Comprehensive Plan_

This development will provide a buffer between the larger rural lots bordering the subject
property on the north, south, east from potential medium density housing west and existing low
density housing southwesterly across Eagle Road. Traffic noise on Eagle will also be buffered
by the development.
The proposed zoning is compatible with the surrounding area. The development is bordered by
rural resideutial lots on the north, east, south and west (Golden Eagle Estates anal Dartmoor).
Low density residential development was recently approved for Kingsbridge Sub. to the
southeast. Large rural lots exist west across S. Eagle Road. These lots are with a medium
density residential area according to the Future Land Use Map.
The developer conducted a neighborhood meeting in April, 2005. All surrounding neighbors
were supportive. Many of them visited the Bridge Tower Cottages and were very impressed
with the high quality development. The general consensus was that a "Cottages" development
was better for the area than up to three houses per acre.
E. The proposed subdivision relates to the City of Meridian Comprehensive Plan by the
following policy numbers:
• Chapter VI, Goal II, Objective A, Action 5 and 12 -Sidewalks along Eagle Road and
Falcon Drive will provide connectivity to the surrounding area and within the proposed
development. No new connections to Eagle Road are proposed.
• Chapter VI, Goal IV, Objective A, Action 9, 10 and 11 -The project is nearly an in-fill
due to City limits on the west boundary and near the south boundary (Kingsbridge Sub).
Thus, City services will be utilized more effectively. This development will specifically
serve senior citizens.
• Chapter VII, Goal III, Objective A -The developer is bearing the cost to extend public
sewer and water services to the development.
• Chapter VII, Goal IV, Objective D, Action 5 - A 25' wide green space buffer will
proposed along Eagle Road.
